Description
NASA/LaRC has a requirement for enhancing the Operations & Support Cost Analysis Tool (OSCAT) in order to widen its applicability and usefulness to the NASA analyses community. OSCAT consists of cost estimating relationships and costing methodologies that are used in establishing the life cycle operations and support costs of proposed air and space vehicles. These enhancements will be in three directions: Updates to the cost estimating relationships and the data used by the model, the addition of new functionality to include a risk assessment, and modifications to reduce model dependency on the Resource and Maintainability Tool (RMAT) and thereby increasing the robustness of the model. NASA/LaRC intends to purchase the items from the University of Dayton. The University of Dayton is the original developer of the RMAT and OSCAT models. Through their applied research on US Air Force aircraft they have a comprehensive library of data on cost elements associated with high performance flight and in the area of recoverable and consumable spares. As a requirement, the principle investigator must have a background with RMAT and OSCAT modeling and with high performance military aircraft and NASA vehicle life cycle costing methodology and Air Force cost element structures. The methodology employed makes use of analogy, engineering cost estimates, and deriving cost estimating relationships (CER). The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 21 May 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
