- The Missile Defense Agency (MDA) is seeking potential sources for Visual Information Production Center (VIPC) services to provide multimedia/hardcopy production to several locations within the National Capital Region (NCR), Huntsville, AL, and Colorado Springs, CO. Personnel Requirements: Demonstrated expertise and experience providing integrated communications support to high level Department of Defense (DoD) decision makers (research, analysis, speechwriting and presentation preparations from planning to production). Performance of this type of support must be demonstrated at the highest levels of DoD and Congressional. Demonstrated expertise and experience in all aspects of multimedia to include designing, producing and editing commercial/entertainment industry quality videos in HDTV for the DoD. Samples of this type of expertise may be requested. Demonstrated experience in strategic planning, business process reengineering and alternative futures support to highest levels of DoD and Congressional decision makers. References may be required. Demonstrated ability to provide integrated communications support across multiple locations (National Capitol Region; Huntsville, AL; Colorado Springs with potential to expand to Los Angeles, CA; Boston, MA; Albuquerque NM and Dahlgren, VA) and ensure data integrity, with capability to assist in moving equipment and data as the Missile Defense Agency transitions due to re-engineering and Base Realignment and Closure (BRAC) initiatives. Demonstrated experience working in classified environment from the SECRET to TOP SECRET with access to SPECIAL COMPARTMENTED INFORMATION (TS/SCI) and the ability to identify and ensure appropriate access control requirements. Expertise in Department of Defense Acquisition program planning with demonstrated knowledge of missile defense programs. Demonstrated experience in supporting DoD/Agency/Congressional-level headquarters front office/command suite business processes, workflows, inter-office communications and decision-making coordination. Specifically, experience supporting and enforcing published business processes (meeting scheduling, read aheads, meeting minutes, action items) to ensure efficient decision-making and information flows amongst senior leadership/decision-makers, dispersed geographically. MDA intends to use its Basic Support Services Program (BSSP) General Services Administration (GSA) ordering procedures to acquire the services described in this notice (information on the MDA BSSP may be found at http://www.mda.mil/barbb/setaserv.htm). The North American Industrial Classification System (NAICS) category for this requirement is NAICS 561439 Other Business Centers with a size standard of $6.5 million. This requirement is open to all GSA schedule holders; however, the Government reserves the right to solicit only small businesses, or socio-economically disadvantaged businesses if a sufficient number are determined to possess the required capabilities. GSA schedule contractors who qualify under NAICS 561439 (Other Business Centers) are invited to submit to the contracting office as early as possible, but not later than March 13, 2007 a five-page Capability Statement summarizing the corporate strengths in relation to the following criteria: 1) Describe the relevant qualifications and capabilities of your staff to perform the type of work specified in this notice. 2) Describe your firm?s specific, related past/current DoD/Federal experience related to this requirement. 3) Describe your firm?s management approach in managing staff, retention/replacement, authority, responsibilities, and quality control. 4) Describe your firm?s business size and socio-economic status, and include the applicable GSA schedule contract number(s) and expiration date(s). If planning to team or subcontract, identify the firm(s), their size status and GSA schedule(s). Be sure to segregate this informar firm?s business size and socio-economic status, and include the applicable GSA schedule contract number(s) and expiration date(s). GSA schedule holders evaluated ?most highly qualified? to compete for the work will be sent a draft Request for Quotation (RFQ) package within two (2) weeks of the deadline for submitting Capability Statements and invited to ?1-on-1? meetings with Government representatives to answer any questions. A final RFQ will be released on or about April 9, 2007, with offers due approximately two (2) weeks later. A draft Statement of Work may be found at the Federal Technical Data Solutions (FedTeDS) website, https://www.fedteds.gov, using the solicitation number ?HQ0006-07-Q-0003?. Businesses must register with the FedTeDS site in order to access this information. Once the ?short-list? is determined and the formal RFQ is released, only businesses on the ?short-list? will have access to the FedTeDS HQ0006-07-Q-0003 site. The resultant order will consist of Fixed-Price support services contract line items for technical and analytic support to the VIPC. The term of the order, including options, is anticipated to be 5 years with the ability to earn up to five additional award?term periods, for a potential contract period of ten (10) years. All work will be performed on-site at the MDA facilities in the NCR, Huntsville, AL, and Colorado Springs, CO. All information must be contained within the five-page capability statement limit, excluding a one-page cover letter (if desired) that will not be evaluated. Proven experience in developing high quality, detailed, graphical presentations. 5. Proven ability to coordinate activities and produce high quality (commercial quality) video productions (to include high definition) for federal or DoD missions. 6. All personnel must have a secret clearance at the time of award and before they can start work. An interim clearance is unacceptable. For the TS/SCI security requirements (2 to 4 personnel), clearances must be current at time of award. 7. Other required support includes: ? Sophisticated presentations combining text, graphics, animation, video, and audio ? Desktop editing and production, including format conversions to satisfy customer presentation requirements ? Informational kiosks and other specialty products, and Training DVDs (i.e., Ethics Training conversion and duplication).
