- Description
- The Government intends to issue an Request for Proposals (RFP) for construction of the Animal Holding Facility (AHF) in Marshfield, Wisconsin. This solicitation is an 8 (a) competitive set-aside. This Solicitation Notice is an amendment to a previous notice, and provides updated project summary, and revised dates for the anticipated release of the RFP, the pre-proposal conference, and closing date for the RFP. The Base Items for the Animal Holding Facility include the construction of the following: (1) one-story Heifer Free Stall Barn ?I? as part of a dairy complex; (2) Milking Parlor ?K? (minus equipment) with a basement, and nutrient collection areas; (3) Equipment for the Milking Parlor; (4) Nutrient/Waste Handling System including solid-liquid separator, sand-manure separator, two treatment lagoons, and mechanical scrape system over concrete slabs on grade in the Heifer Free Stall Barn with separate collection basins for each quadrant of the barn for a total of four individual collection pits; and (5) Sitework, Grading, and Utilities. Optional Items for the Animal Holding Facility include the construction of the following: (1) one-story Animal Health Facility ?F? as part of a dairy complex, (2) one-story Lactating Cow Free Stall Barn ?J? (minus corridor ?K?) as part of a dairy complex. The work pertaining to the Animal Holding Facility is located in Stratford, WI, north of the campus of the current Marshfield Agricultural Research Station in Marshfield, WI. The project completion time is 300 days after notice to proceed. The total estimated construction cost for this project, inclusive of all optional bid items, is between $5 Million and $6 Million. The NAICS Code is 236220, with a size standard of $31 million. A bid bond will be required. A Performance and Payment Bonds will be required by the successful offeror. Plans and Specifications will be available for purchase on or about May 22,2007, for a NON-REFUNDABLE FEE of $200.00. The written request and the check or money order MUST BE SENT TO: USDA, ARS, FD, Facilities Contracts Branch, Attn: Sheila Anderson, 5601 Sunnyside Avenue, Mail Stop 5124, Beltsville, Maryland 20705. The checks or money orders are non-refundable and shall be made payable to: USDA, Agricultural Research Service. Cash, credit cards, and two party checks will not be accepted. TELEPHONE, ELECTRONIC, OR FACSIMILE REQUESTS FOR THE SOLICITATION PACKAGE WILL NOT BE ACCEPTED. A single Pre-Proposal Conference and site visit will be conducted in Marshfield, Wisconsin on or about June 06, 2007, at 10:00 am Central Time at UW-MARS, Conference Room, 8396 Yellowstone Drive, Marshfield, WI 54449. Attendance at the site visit is not mandatory, but it is strongly encouraged. Potential subcontractors are encouraged to attend the Pre-Proposal Conference and provide copies of their business resumes to potential prime contractors for possible subcontracting opportunities. The closing date for receipt of proposals will be on or about July 06,2007, 1:00 p.m. (Eastern Daylight Time) at the USDA/ ARS/ AFM/ FD/ Facilities Contracts Branch, 5601 Sunnyside Ave., Mail Stop 5124, Attention: Scott Sentz, Beltsville, MD 20705-5124. Due to heightened security at Government buildings, offerors are encouraged to send their proposals via overnight mail. If proposals are sent via regular mail, please allow an additional five (5) days for mail scanning.
