- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; BIDS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number RFQ ERAD EA1330-07-RQ-0283 is issued as a request for quotations. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-16. This procurement action is set aside 100% for small business and is intended for award under simplified acquisition procedures. The associated North American Industry Classification System (NAICS) code is 541513. A firm is a small business for the purpose of this requirement if it size standard is $23 million or below. The National Oceanic and Atmospheric Administration (NOAA) require a two-year perpetual license and support service for a log event and correlation management tool used to consolidate and log all entries into a single location. The log event and correlation tool must also index and store log data in a unique manner to allow faster access to all data. The log event and correlation tool will allow retrieval of the logs based on keyword searches in a few seconds. The log event and correlation tool must be able to alert the system administrator to receive errors and alerts as they occur. The log event and correlation tool will maintain a history of every log sent to allow the system administrator to conduct after-the-fact investigations or use for historical analysis at any time. The log event and correlation tool will be able to support up to 3,000 messages per second. Delivery date shall be no later than 30 days after date of award. Interested persons shall provide documentation that demonstrates capability and compatibility to provide items above. Information received will be considered by the Government for compatibility and capability. Quotes shall be FOB Destination. The provision at 52.212-1, Instructions to Offerors_Commercial applies to this acquisition and there are no addenda to this provision. Bidders shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications_Commercial Items, with its offer. Contractors shall refer to www.arnet.gov to obtain a copy of required 52.212-3, Representations and Certifications. Commercial Items. FAR clause 52.212-4, Contract Terms and Conditions_Commercial Items, applies to this acquisition and there are no addenda to this provision.
