Sources Sought Killer Whale sighting Databases Solicitation #AB133F-07-RP-0098 Description NOTICE: THIS IS A REQUEST FOR INFORMATION ONLY. The information provided in response to this notice will assist the Government in determining the extent of the small business and socio-economic market for the type of work described herein. The intent of the announcement is to identify sources that are qualified business concerns capable of determining the distribution and movement patterns of Southern Resident killer whales (SRKW?s) in the waters of Puget Sound/Georgia Basin and coastal waters of the US. The first phase of the project is to compile and archive all sighting data of killer whales from all available data sources throughout the entire year of the contract. The second phase of this project is to maintain a centralized database of the data that is compatible for GIS analyses. The vendor shall compile all killer whale sighting data from inland and coastal waters of Washington, Oregon, and California each year. Southern resident killer whale sightings should also include, to the extent possible, sightings in British Columbia. Data collected should have the same variables as previously collected data to include date, time, descriptive location, latitude/longitude, fishery area, direction, count, pod/subpod, comments, and information source. The vendor shall follow-up on reports with incomplete or questionable information. The vendor will immediately notify the NWFSC and its collaborator of any sightings in inland waters or on the outer coast. The vendor will enlist the support to outside sources, as needed, for the collection and compilation of killer whale sighting data. Data from sources in central and southern Puget Sound is to be included. The vendor shall report seasonal and yearly trends in vessel activities around the whales for specific year(s) identified by the NWFSC. Reports will include historic and current data. Maintain, repair, and expand an existing hydrophone system at up to 8 sites in Puget Sound in consultation with the NWFSC. A minimum of 3hydrophone sites will be located in the San Juan Island area and additional sites will be located in the northern Puget Sound. An automated reporting system will be developed to provide an alert via email and cell phone of killer whale detections. Each year the vendor shall provide multiple reports to the Government including an estimated schedule of sighting reports from the various information sources. It is anticipated that a firm-fixed price contract for the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Western Region Acquisition Division (WRAD) will be awarded. The North American Industry Classification Code (NAICS) is 541710 with a size standard of 500 employees. All vendors doing business with the Government are now required to be registered with the Central Contractor Registry (CCR). In addition, completion of the online representation and certifications application (ORCA) is required. NOTE: THIS SYNOPSIS IS NOT CONSIDERED A REQUEST FOR PROPOSAL BUT A REQUEST FOR INFORMATION ONLY. No solicitation document is available. No contract will be awarded on the basis of responses received to this notice. All interested parties must respond to this announcement by May 11, 2007. Documentation to support the vendor?s capability must be in writing and include the vendor?s name, address, point of contact, telephone number, DUNS Number, CCR Cage Number, business type and size, i.e., small, large, non-profit, educational, etc.; and a brief narrative regarding its capability to provide the services as described above. Any response that does not include this information will not be considered. The Government will review each response to determine if the vendor has the experience, knowledge, and capability to perform the services as specified above.
