- TSA's Office of Security Technologies (CTO) requires an analysis to establish the business case for replacing or refurbishing deployed Explosives Detection System (EDS) machines. This includes: defining performance standards for refurbishment, using operational data to identify equipment not meeting performance standards, developing a cost effective and sustainable program focused on increasing equipment service life, stabilizing maintenance cost over the extended service life through performance monitoring of refurbished equipment and supporting refurbished equipment using performance based contracting, determining the most cost efficient way to address the issue of refurbishment, replacement, or disposal of current operational EDS by utilizing a Cost Benefit Analysis (CBA) and/or Return on Investment (ROI) study, developing a robust monthly reporting plan to monitor the impact of refurbishment operations on screening operations, evaluation performance of refurbished equipment and supporting contractors and evaluate the benefits being realized through the execution of the SEAR Program, and incorporating all lessons learned from ongoing refurbishment efforts into the SEAR program to continually refine the program
