Description
Sealed bids from all business concerns will be accepted for the United States Virgin Islands, Centerline Road/Veteran's Drive Project VI NH-30(35)-Contract 1, located on St. Thomas, USVI, Solicitation Number DTFH71-07-B-00032. The project consists of Schedule A - Centerline Road & Centerline Road Extension (English Units), Schedule B - Veteran's Drive Relocation (Metric Units), Schedule C - Utility Relocation along Centerline Road (English Units). The project is expected to fall within the price range of $5,000,000 to $10,000,000. Bid documents should be issued on or about May 22, 2007. Bids will be due on or about July 06, 2007. Mail bids to Mr. Wystan Benjamin, Territorial Highway Program Manager, Public Works Department, U.S. Virgin Islands, 8244 Sub Base Charlotte Amalie, St. Thomas, VI 00802-5805. Copies of the project's Plans and CD-ROM's are available at the above address. Pre-site meeting is scheduled for all interested Contractor?s on June 7, 2006 at 10:00 A.M., will be held at Department of Public Works main conference room second floor, 8244 Sub Base Charlotte Amalie, St. Thomas, VI. A visit to the site will follow the meeting if requested. All bid documents can be directly downloaded from these websites. Documents will no longer be mailed. The Representations and Certifications must be filled-in online at http://orca.bpn.gov/. The required Annual Form Vets-100 must also be filled-in online at http://vets100.cudenver.edu/ per FAR 52.222-37. IMPORTANT SUBCONTRACTING PLANS REQUIREMENT For purposes of this Contract, the DBE subcontracting goal is 26 percent (26%) of the total contract amount, as determined by the Virgin Islands Department of Public Works with the concurrence of the Contracting Officer. When the contract goal DBE participation is zero percent (0%), the contractor must still submit a small business subcontracting plan with the solicitation identifying all DBE's which the contractor intends to use on the project. This Contract will be awarded only to the low responsive and responsible bidder who meets this goal or who demonstrates good faith efforts to do so. Failure to make a good faith effort is defined as willful or intentional failure to perform in accordance with the requirements of this Contract, or willful or intentional action to frustrate the achievement of the Subcontracting Plan, if applicable. Guidance on what constitutes good faith efforts is described in the Virgin Islands Department of Public Works' (VIDPW) approved DBE Program. Copies of the program can be obtained from the VIDPW's DBE Liaison Officer. For copies of the current DBE Directory contact the VIDPW's DBE Liaison Officer. The Contracting Officer, the Contracting Officer Technical Representative, and the VIDPW's DBE Liaison Officer are responsible for approving a reasonable and realistic plan [FAR 19.705-4] [TAM 1219.201(e)(6)]. ATTENTION Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs) The Department of Transportation (DOT) offers working capital financing and bonding assistance for transportation related contracts. The DOT's Bonding Assistance Program (BAP) offers bid, performance and payment bonds on contracts up to $1,000,000. The DOT's Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $750,000 with interest at the prime rate. IMPORTANT PAYMENT REQUIREMENT In accordance with Federal Acquisition Regulation (FAR) Subpart part 4.1102, prospective contractors shall be registered in the Central Contractor Registration (CCR) database prior to award of a contract.
