- The 554th Electronic Systems Group (554 ELSG/PKB), in support of the 754th Electronic Systems Group (754 ELSG/ILMT), is seeking sources to provide operational support for the Joint Computer-aided Acquisition and Logistic Support (JCALS) System at Hill AFB, Robins AFB, Wright Patterson AFB, Eglin AFB and Langley AFB. This is not a Request for Proposal, but instead is a market research tool to determine the availability and adequacy of potential sources prior to issuing the Request for Proposal. The NAICS Code is 541513 with a small business size standard of $23.0 million. This effort requires eleven (11) JCALS Technical personnel (six JCALS System Administrators (SA), one JCALS Information System Security Officer (ISSO)/SA and four JCALS Database Administrators (DBA)) with a minimum five plus (5+) years of JCALS related experience. Duty requirements consist of configuring and maintaining operating system workstations and servers, including web servers, and performing upgrades according to established Information Technology (IT) policies and procedures. An Ombudsman has been appointed to hear concerns from offerors or potential offerors. Address issues, concerns, and questions regarding this acquisition to the Contracting Officer. You may refer them to the Ombudsman if after discussing them with the Contracting Officer you feel that you are not effectively communicating with the government. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates offerors concerns, uses, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
