- It is the intent of this agency to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This agency intends to negotiate and possibly award a fixed priced contract to the University of Texas San Antonio, Center for Infrastructure Awareness and Security (CIAS). CIAS will provide Community Cyber Security Maturity Model (CCSMM) Level 1 training to include: Community Leader Cyber Security Awareness Course, Security Awareness Training Event, Voice and Data Security Course, Community Leader Cyber Security Responsibility Course, and Hands-on Cyber Security Process Training. The objective of this training is to identify and examine resources and capabilities to detect, prevent, and respond to cyber attacks; explore the ability of federal, state, county, and local authorities to effectively communicate during and after a cyber attack; develop and refine local processes of information sharing and communication between the various sectors within the community; and build on the relationship between military installations and the community in which they reside to work together in the event of a cyber incident. Sole source determination is based on the following: CIAS is the developer of this training, including curriculum and material. They are uniquely qualified in providing this service and consequently the only known qualified vendor currently available to provide the required services. The selected contractor has intimate knowledge of Air Force and community operations and has recent expertise developing, integrating and implementing the needed services by this agency. This training has been provided to several localities throughout the U.S. Continuity with this training is crucial for implementing other levels within the CCSMM. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals; however, all responses received by 9 May 2007 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whet her to conduct a competitive procurement.
