Description
RDECOM Acquisition Center, Natick Contracting Division, on behalf of the United States Marine Corps, is issuing this PRESOLICITATION NOTICE for a projected quantity of 200,000 waterproof bag inserts for the Individual Load Bearing Equipment (ILBE). T he U.S. Marine Corps requires Waterproof Bags for Individual Load Bearing Equipment (ILBE) (WPI) as internal liners for each of their Main Pack and Assault Pack ILBE components. The purpose of WPI is to keep their clothing and personal equipment contents dry when the pack is exposed to prolonged rain or water submersion during field use. The design shall maximize the storage capacity of each pack component by purging trapped air from soft contents when compressed. The bag material, stitchless constructi on, air purge mechanism, and closure must remain waterproof for its service life that includes use and storage at -40 to 120 degree Fahrenheit, 0 to 100% relative humidity and military field use conditions and contaminants such as petroleum, oil and lubric ants and insect repellent. USMC intends to award a five year Indefinite Delivery Indefinite quantity production contract via combined solicitation and synopsis posted on or about 14 May 07 as a small business set aside. The minimum to maximum quantity is expected to be from 10,000 units to 300,000 units. USMC intends to initially procure the Main Pack WPI. Operational need for the Assault Pack WPI has yet to be determined. An expected order quantity of 200,000 Main WPI is anticipated to accomplish Mar ine Corps wide fielding over 2 to 3 years, which is subject to availability of funds. Procurement of the Assault WPI is further subject to validated operational requirement. Contract award is planned for no later than 31 Jul 07. Materials and fabrication shall be compliant with Berry Amendment and Buy American Act.
