- The U.S. Army Space and Missile Defense Command/U.S. Army Forces Strategic Command (USASMDC/ARSTRAT) thanks you for your interest in the Integrated Commercial Intrusion Detection System - IV (ICIDS IV) acquisition and invites you to review the RFP a nd the associated documents to determine whether you will prepare and submit a proposal for evaluation against the requirements stated therein. This acquisition is a total small business set-aside. The Product Manager Force Protection Systems (PM-FPS), Fort Belvoir, Virginia, manages the program. The purpose of the contract to be awarded under the subject acquisition will be to monitor designated areas and facilities on and around an installation. When unauthorized attempts to enter these areas and facilities are detected, the ICIDS-IV provides a larms for operators to take the required action. Award will be made to the proposal that is determined to be the most beneficial to the Government using a tradeoff (i.e., best value) process, with appropriate consideration given to the following three (3) evaluation factors: Technical, Past Performance , and Price. The following five (5) Technical Sub factors will also be evaluated: a) System Design, b) System Installation, c) System Demonstration, d) System Supportability, e) Management. The Government intends to award a single firm-fixed price, indefinite delivery/indefinite quantity (IDIQ) contract for the hardware, software and ancillary services. The contract will be for one year with five one-year options. The guaranteed minimum amo unt under the contract is $1.8 million. The maximum amount is anticipated to be $280.0 M with potential upgrades and purchases for other Services and agencies which may add an additional $70M. The RFP and attachments will not be mailed. Distribution will be done electronically through the USASMDC Contracting and Acquisition Management Office website at the following web address: http://www.smdc.army.mil/Contracts/Contracts.html Proposals in response to the ICIDS-IV RFP are required to be submitted not later than 11:00 a.m., CDT, June 18, 2007 to the address contained in Section L, page 4. For planning purposes, prospective offerors should direct their attention to the following areas of the RFP: a. Section L, Page 4 Proposal Preparation Instructions, prescribing the format for the proposal and describing the approach for the preparation and presentation of the proposal data. b. Section L, Page 4 Past Performance Information Data Sheets (PPIDS), instructing the due date/time of the PPIDS. c. Section L, Page 13 Past Performance Information Data Sheets (PPIDs), prescribing the procedures for submission of the PPIDS Questionnaire at Section J, Attachment 8. Please be advised that all communications concerning this acquisition (including, but not limited to, management, technical, past performance issues, pricing issues, administration issues, and proposal issues), must be coordinated through the Contracting Officer, Mr Christopher Evans. Communications with anyone other than the Contracting Officer are inappropriate during this on-going acquisition. In accordance with 41 U.S.C. 423(e) (1), (2), and (3), listed below are the various sanctions and/or penalties available for violations of t he above-referenced prohibitions: " Criminal penalties up to imprisonment for 5 years; " Civil penalties up to $50,000 fine per individual (government or contractor) and $500,000 per contractor or firm; and " Administrative actions up to and including dismissal from federal government and contractor employment.
