- This is not a request for proposals and no contract will be awarded as a result of this notice, nor will reimbursement or any other compensation be made for any costs associated with providing a response to this announcement. The Indian Head Division, Naval Surface Warfare Center is seeking sources capable of providing 1700 lbs (dry weight) for use in the Chemical Plant, which must be delivered by 9 July 2007. The current specifications for MIL-N-244, Grade A, Type I, Class 2 include the following: ? The nitrocellulose shall be manufactured by continuous nitration of sheeted cotton linters, meeting the requirements of specification MIL-C-206. ? The nitrogen content, as determined by Paragraph 4.4.1 of MIL-N-244, shall be 12.55 to 12.70%. A minimum of 75% of the material delivered shall have a nitrogen content of 12.60% or higher. ? The viscosity, as determined by Paragraph 4.4.5 of MIL-N-244, shall be not less than 17 seconds nor more than 25 seconds. ? The fineness, as determined by Paragraph 4.4.6 of MIL-N-244, shall be 90 ? 10 milliliters. ? The 30-minute minimum, 134.5?C heat test shall be performed in accordance with method 404.1 of MIL-STD-286. ? Ether/alcohol solubility (MIL-DTL-244B 4.5.2.1) shall be 99% minimum ? Acetone insolubles shall be 0.4% maximum ? Ash content shall be 0.4% maximum ? Heat test @65.5C with KI starch paper shall be 35 minutes minimum. ? Must be packaged in 28% by wt alcohol. ? Preferable to have 100 lbs dry weight of NC per drum. ? (preferred but not required) Delivered incrementally 8,000 lbs per month Sources are sought for potential suppliers to present supply options for the Government to review. Suppliers wishing to participate in this requirement must submit an estimate to IHDIV, NSWC by 18 May 2007, 4:00 p.m. Eastern Time. These Estimates should detail the following elements: (a) the basic technical specifications, including a copy of the MSDS, (b) the suppliers? recommended storage/shipping conditions, (c) the suppliers? delivery schedule, (d) the suppliers? cost estimate. All estimates submitted under this request shall be considered Government property and treated as ?Competition Sensitive? materials. If a contract is pursued in the future, the Government may select to negotiate for unlimited data rights for specification details. After a complete review of the estimates submitted under this request, the Government may choose to solicit contract proposals in May 2007. The estimates should be limited to not longer than three (3) pages and should highlight the following elements: (1) technical and administrative points of contact, (2) technical summary of chemical specification, (3) recommended chemical storage (4) recommended chemical shipment (5) delivery schedule, (6) cost estimate. There may be a requirement for an additional 2400 lbs of NC delivered in May 2009, and 71,100 lbs in May 2010.
