- Naval Undersea Warfare Center Division Keyport is soliciting information for the purposes of identifying potential contractors to develop a new Guidance and Control System (G&C) to replace the existing G&C, NAVSEA Drawing 5499340, used in the MK 30 Mod 1 Target. The MK 30 Mod 1 Target is an unmanned underwater vehicle used by the navy for anti-submarine warfare (ASW) training. This will potentially include manufacturing of up to 50 new Guidance and Control Systems. The current G&C is a programmable, dead-reckoning, navigation device used to program, sense, process and provide axis and maneuvering data for the target vehicle, using gyros and accelerometers as sensing devices, a computer to process data and interfacing electronics and connectors. THIS IS A REQUEST FOR INFORMATION ONLY. It is expected that the work will require a SECRET clearance for the firm and SECRET safeguarding capability. The North American Industry Classification System (NAICS) code is 541990. The solicitation for this requirement, if posted, will be N00253-07-R-0029. This announcement is for informational purposes only to solicit information from potential sources. Responses should include the following: (1) name and address of firm; (2) a brief description of similar work performed requiring numerous multi-discipline labor categories (include type and quantity of labor categories required); (3) business size, including average annual revenue for past three years and number of employees; (4) ownership, indicating the following applicable business types: large, small, small disadvantaged, 8(a), woman-owned, HUB Zone, veteran; and/or service disabled veteran owned; (5) number of years in business; (6) company point of contact, including name, title, phone, fax and e-mail address; (7) processes - effective production systems, materials management, access to parts suppliers as required, and viable subcontracting relationships or teaming concepts as required; and (8) a statement as to whether the firm has a SECRET clearance and SECRET safegu arding capability. It is NUWC Division Keyport?s intent to use this data in the process of solidifying an acquisition strategy and to initiate an associated procurement process for future (as early as FY07-08) target programs. This source-sought announcement does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. Respondents will not be notified of the results of the market research. The Government may request a further detailing of capabilities provided in individual responses to fully understand the market in general and specific individual capabilities identified. Respondents, however, are under no obligation to participate. Again, the information gathered as a result of this market research may be used to prepare an acquisition strategy for a consolidated target program contract vehic le. As such, supportable and verifiable responses are expected that are unclassified in content and non-proprietary in nature.
