- NOTE: THE SOLICITATION NUMBER OF THIS PRE-SOLICITATION NOTICE HAS BEEN REVISED TO RFP N00189-07-R-Z039. RFP N00189-07-R-Z039 WILL REPLACE RFP N00140-06-R-1239 IN ITS ENTIRETY. The Fleet Industrial Supply Center (FISC) Norfolk Contracting Department, Philadelphia Office intends to acquire, on behalf of the Navy?s Center for Personal Development, software and support services for worldwide Navy academic skills instruction through self-paced computer software by utilizing a Navy-wide enterprise license via the Internet site Navy Knowledge Online. It is envisioned that instruction access will be gained through Navy College Learning Centers, Navy Learning Centers, ashore and afloat commands, LANs, and stand alone computers, including home computers. This project will replace current non-web based academic skills software programs in Navy College Learning Centers. The project will be used by Navy personnel to prepare for AFCT, GRE, ACT, SAT, and CLEP testing, or college courses in the pursuit of the Navy?s Enlisted Education degree requirements. These commercial services will be processed through a performance based service acquisition in accordance with FAR Part 12 - Acquisition of Commercial Items. Placement of an Indefinite Delivery Indefinite Quantity (IDIQ) delivery order type contract for a base period of 01 FEB 2007 through 30 SEP 2007, and four one year option periods is anticipated. This requirement will be processed on an unrestricted, full and open competitive basis. The Request for Proposal (RFP) document will require the submission of both technical and price proposals. All responsible sources may submit a proposal for consideration by FISC Norfolk, Philadelphia Office. The RFP will be available electronically upon its release at www.neco.navy.mil. The anticipated release date for the RFP will be on or about 31 AUG 2006, however potential offerors are advised to check the NECO website periodically in the event the RFP is issued earlier.
