I'd like clarification on the # of facilities involved. A. This will be for only bldg 46. No other facilities. Q. I wanted to confirm that you all are looking to achieve Energy Star Certification under the Energy Star program. A. Yes. We are looking to this survey as a basis for achieving an Energy Star Certification. Q. The objective indicates that the contractor will identify ECPs and ECMs. Does the scope also include analysis of various projects and measures to recommend particular ones, or just the ID of any that might apply. A. There is a listing available or past and current projects underway to reduce energy consumtion in Bldg 46. We are requesting that the contractor recommend other ECP?s/ECM?s that would have a positive effect or correct current issues. Q. What is the area of the builing to be surveyed? A. 106,543 Sq. Ft. Q. Are there particular AFIs, AFHs, or policy letters that we need to refer to in conducting this work? If so, can you please outline those. If they are available on the Air Force e-publishing website, I know how to download those. If anything is not available there, please provide a copy. A. No. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number F1B4L17107A1 is hereby issued as a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12 4 Aug 06. This acquisition is under North American Industry Classification Standards (NAICS) code 541690, with annual gross revenue not to exceed $6.5 million. Statement of Work: BACKGROUND: The Altus Facilities Management team recognizes that the Air Force has a man date of reducing its Energy consumption by 30% would like to do their part to participate. Rising costs of gas, electricity are also driving this project for energy cost savings. Several large HVAC modernization projects have taken place over the years and a multitude of possibilities for innovative and energy saving designs need to be identified, refined and planned for execution. The mission of this facility is planned to remain in tact for the foreseeable future. SCOPE: The contractor shall provide all labor, travel, material, supervision, equipment, transportation and administration necessary to conduct an energy star survey at bldg 46, Medical Clinic. PRINCIPAL FEATURES: The work to be accomplished consists, in general, of the following principal items. This does not mean that the work consists only of these items, but that it consists of these principal items along with all incidental minor work that becomes necessary to complete in order to accomplish the overall project in a satisfactory and workmanlike manner meeting the approval of the Contracting Officer. OBJECTIVE: Energy Star Certification: To determine energy consumption, energy cost, energy conservation opportunities. WORK STATEMENT & DELIVERABLES: The assessments will consist of initial site investigations, data collection and analysis, identification of energy deficiencies, identification of Energy Conservation Projects (ECP?s) and Energy Conservation Measures (ECM?s), eligibility for Energy Star certification, and a technical report to document all findings and conclusions. ECP?s and ECM?s are cost effective actions of differing scale that can have significant payback in terms of reducing energy consumption and demand in the target facility. The report documents the above effort for the Altus AFB Medical Clinic. The Offeror shall provide a projected detailed critical path with his proposal which illustrates the entire project schedule from date of award/notice to proceed, through the many critical milestones (mobilization, kick-off meeting, 35% completion, commissioning date, warranty start dates, de-mobilization, etc.,) , and on through to the final inspection and project end. This project schedule shall be made part of the formal contract document and shall be revised upon award by the Contracting Officer. The contractor shall formulate their own respective solutions based on their observations on site, engineering calculations and understanding of the site current conditions and future demands of the system and report these solutions as well as assist client in preparing an Energy Star Application. GENERAL: All work on this delivery order shall be performed in accordance with the general specifications for each type of work required. When work is not covered by the specifications, said work shall be performed in accordance with the most applicable ?standard of the industry? for the type of work involved. (End SOW).
