Description
The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The reprocurement will comprise of a base year and four-one year options. Description: 14 office trailer units, 1 guardhouse and 1 latrine. Different sizes: 12FT x 56FT, 24FT x 60FT, 56FT x 96FT and 12FT x 66FT. Maintaining the incumbent prevents substantial non-recoverable duplication of cost (FAR 6.302-1(a)(2)(iii)(A)). Additional costs would be incurred due to the teardown and removal of the existing trailers, in addition to the installation and modifications of the new trailers to meet operational configuration objectives. It is not reasonable to expect to recover these costs through competition and it is not reasonable to pay for requirements the Government has already paid (i.e. communication and security configuration modifications, delivery and set-up fees). In addition, maintaining the incumbent precludes unacceptable delays in fulfilling the agency?s requirements (FAR 6.302-1(a)(2)(iii)(B)). It is required that this procurement involves no disruption in continuity or cohesion. Interested parties would have to furnish facilities on MacDill AFB during the installation, conversion and reconfiguration of the new trailers. These facilities would have to be fully capable of meeting operational objectives. The North American Industry Classification System (NAICS) Code is 332311. The Standard Industrial Classification (SIC) Code is 3448. The following clauses and provisions are incorporated and in effect through Federal Acquisition Circular 2005-16.
