Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quote, no. 401817Q116. This solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-15. The Fish and Wildlife Service contemplates award of a firm fixed price contract as a result of this combined synopsis/solicitation, to the quoter providing the best value to the Government. This requirement is a 100 percent Small Business set-aside. NAICS code: 212321; small business size standard: 500 employees. Requirement is as follows: CLIN 0001: #610 Crushed Limestone or Granite, quantity 8,000 tons; SCHEDULE OF PRICES: Quoters shall provide a price for all line items. CLIN 0001: Crushed Stone, Unit Price $_______________ x 8,000 tons = $_______________. All prices should reflect FOB destination. Delivery to include tail gate spread at Tensas River National Wildlife Refuge, LA. A map of the exact delivery location on the refuge is available upon email request. DELIVERY: CLIN 0001: Delivery will be coordinated with the Project Leader and to be delivered on site at the rate of at least 5 truck loads per day. MEASUREMENT AND PAYMENT: Measurement of all stone will be in U.S. Tons. The contractor shall furnish weigh tickets for each delivery made. Payment will be made on actual quantities received. The following provisions applies to this acquisition: Federal Acquisition Regulation FAR 52.212-1, Instruction to Offerors--Commercial items. FAR 52.214-31, Bidders may submit facsimile bids as responses to this solicitation. FAR 52.212-2, Evaluation, Commercial Items: The government will evaluate quotes in response to this request and award a purchase order/contract to the responsible bidder whose offer conforms to this request and will be most advantageous to the Government considering price and other factors (e.g., past performance, delivery, and/or quality). Award will be made based upon the best value to the Government in accordance with procedures in FAR 13.106-2(b). Offerors are to include a completed copy of provision FAR 52.212-3, Offeror Representations and Certifications, Commercial Items. The following clauses are applicable to this acquisition: FAR 52.212-4, Contract Terms and Conditions, Commercial Items. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items. The following FAR clauses within the aforementioned clause apply: 52.203-6, 52.2 19-6, 52.219-8, 52.219-14, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, and 52.232-33. The following clauses are applicable to this acquisition: 52.211-16,Variation in Quantity, (a) A variation in the quantity of any item called for by this contract will not be accepted unless the variation has been caused by conditions of loading, shipping, or packing, or allowances in manufacturing processes, and then only to the extent, if any, specified in paragraph (b) below. - (b) The permissible variation shall be limited to: - 10 percent increase and 10 percent decrease - This increase or decrease shall apply to all items (end of clause) ; 52.217-6,Option for Increased Quantity., The Government may increase the quantity of supplies called for in the Schedule at the unit price specified. The Contracting Officer may exercise the option by written notice to the Contractor within 60 calendar days.. Delivery of the added items shall continue at the same rate as the like items called for under the contract, unless the parties otherwise agree.
