- " General: The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. This solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available in Microsoft Word, HTML and Adobe PDF, Specifications will be available in Adobe PDF format, and drawings will be available in TIFF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. " THIS WILL BE A FULL AND OPEN COMPETITIVE ACQUISITION " SOLICITATION NO.: N5010070901 " Proposed Issue Date: May 22, 2007 " Estimated price range: $5,000,000 to $10,000,000. " Title of Project: Mammoth Cave National Park Visitor Center Complex Rehabilitation. " Description: This construction project for the Mammoth Cave National Park Visitor Center Complex Rehabilitation consists of the first of two phases. Phase One includes the demolition of the existing one-story 5,500 square-foot Administration Building, construction of a 8,980 square-foot Visitor Center, site utilities, landscaping, and site work. The existing Visitor Center will be left in place during Phase One and will include selective demolition and alteration of the existing Visitor Center necessary to construct the new Visitor Center. Phase Two work is part of a separate future construction contract. The Phase One construction project will include carpentry and framing, electrical, HVAC, plumbing, civil, landscaping, flatwork, fire suppression, stonework, etc. The construction project will result in the new facility being LEED certified at the Gold level. The contractor will need to have experience with reporting, certifications, forms, weighing, measuring and the associated documentation that goes into this LEED requirement. The National Park Service will have a separate Commissioning agent for the project. The project has a construction period of fourteen months. " Location: The construction site is located at Mammoth Cave National Park, Mammoth Cave, KY 42259 (Edmonson County). Mammoth Cave National Park is located approximately half-way between Nashville, TN and Louisville, KY near Interstate 65. " Type of Procurement: The NAICS Code for this project is 236220 and the small business size standard is $31 million. This procurement is a Request for Proposals (RFP) and is subject to the provisions of the Federal Acquisition Regulations (FAR) Part 15, Contracting by Negotiation. The National Park Service will award a single negotiated firm-fixed price contract to furnish all labor, materials, equipment and expertise necessary to perform all operations required for the successful completion of the project to the contractor offering the best value to the Government and will require the submission of both a technical and a price proposal. The Government will consider an offeror's technical capability to be equally important as price. " Site Inspection: A highly recommended preproposal site inspection will be scheduled for all interested parties with the time and date to be announced in the solicitation instructions. FAR Clause 53.236-3, Site Investigation and Conditions Affecting the Work, will be included in the contract. This clause places total responsibility on the contractor to investigate the project site. The clause may be accessed at http://www.arnet.gov/far for the full text. " Proposals will be due 30 calendar days following the issuance of the solicitation. " Time for completion: 420 calendar days. " All responsible sources may submit a proposal which, if submitted in a timely manner, will be considered.
