- Description
- The Naval Facilities Engineering Command Headquarters (NAVFACHQ) intends to negotiate a firm fixed price contract with Appleton Marine, Incorporated, 3030 E. Pershing Street, P.O. Box 9020, Appleton, Wisconsin, for the fabrication, testing, and delivery of an interface system to mount the Amphibious Bulk Liquid Transfer System (ABLTS) on Improved Navy Lighterage System (INLS) modules. The INLS/ABLTS Interface System (IAIS) includes the following components: two (2) hose reel interface frames; one (1) bow chute interface frame; and one (1) shear connector cover assembly. The IAIS bow chute assembly is positioned on the deck at the front of the INLS intermediate module to constrain the ABLTS hoseline safely on the foredeck. The IAIS shear connector cover assembly is used to cover the shear connectors on the front of the INLS intermediate causeway, protecting the hoseline from fouling, snags, and other damage. It is anticipated that the Government will award a firm fixed price contract for a base year and two one-year option periods. Appleton Marine is the only manufacturer who can guarantee delivery of the IAIS systems by 13 July 2007 (thereby saving 4 weeks of production time and preventing slippage into the Material Maintenance Cycle 10 schedule in 2010) and in time to meet the critical INLS delivery and loadout schedule supporting the Maritime Prepositioning Force deployment of INLS. Award of the base year quantities will be in accordance with FAR 6.302-2, unusual and compelling urgency. Appleton Marine is also the original designer and manufacturer of the IAIS prototype, and owns the jigs and fixtures used to manufacture the IAIS. Thus, this is a follow-on contract for the production of one-of-a-kind equipment and it is demonstrable that award to any other source would result in duplication of development and one-time production costs that would not be recovered through a price-based competition. Therefore, award of the option year quantities will be in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The North American Industry Classification System code for this requirement is 332312, with a size standard of 500 employees.
