- Description
- The Marine Corps Systems Command intends to award a sole-source contract to MTC Services Corporation, 344 F St STE 202, Chula Vista, CA 91910-2646 for the implementation and support services for the Marine Corps Architecture Tool (MCAT). The justification for the proposed award is 10 USC 2304 (c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The implementation of the MCAT requires that the current MCISR-E Architecture Tool (MAT) be installed and configured to work within the MARCORSYSCOM global environment. The current MAT program provides architecture development, configuration management, Information Assurance Vulnerability Assessment management, and analysis capabilities. MTC Services Corporation is the only responsible source who can implement and support the MCAT. MTC Services Corporation is uniquely qualified because they are the only developer of this software and can p rovide the necessary training, technical consulting, and technical support services. NOTE: The period of performance and acquisition value for this requirement has been modified. The base contract will have a period of performance of May 2007 through May 2008, with an additional option year for support services. The estimated value of the acquisition, inclusive of all options, is $105K. This notice of intent is not a request for competitive proposals. However, all proposals received within seven (7) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Evidence must be provided of your ability to perform the required services. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the Government.
