Description
The National Institute for Standards and Technology (NIST) intends to award one contract for the purchase of an information encryption solution for the Gaithersburg and Boulder sites to be delivered 30 days after receipt of award. The purpose of this contract is to provide an information encyption solution in response to the Special Publication 800-53 security controls require those instances where Personally Identifiable Information (PII) is transported to and stored at a remote site be encrypted. The desired system will be a commercially available cluster of in-line fabric-attached encryption appliances and a key management solution that integrates transparently into NIST SAN infrastructures at both the Gaithersburg, MD and Boulder, CO sites. The system will contain two clusters, one in Gaithersburg, MD and one in Boulder, CO. The cluster for the Gaithersburg, MD site must be able to support ten (10) LTO-1 and 6 (six) LTO-2 fabric attached tape drives. The cluster for the Boulder, CO site must be able to support 6 (six) LTO-2 fabric attached tape drives. Each the key management system at each will manage the encryption keys must at both sites. NIST has determined through market research that Decru?s Datafort FC-series storage security appliances and software is the only commercially available product to meet the OCIO?s minimum requirement. NIST is seeking to procure this commercially available system through a ?Brand Name or Equal Specification? competition. The system must include the following hardware and software items. Gaithersburg Site: Four (4) Decru DataFort FC520 including power kit, cluster and tape encryption software , Decru DataFort Key Management Software, Decru DataFort Decryption Software, Decru DataFort E-Series Admin Kit, five (5) days of Decru Professional Services, and mounting hardware Boulder Site: Two (2) Dercu DataFort FC520 including power kit, cluster and tape encryption software , Decru DataFort Key Management Software, Decru DataFort Decryption Software, Decru DataFort E-Series Admin Kit, and mounting hardware The system must meet the following NIST minimum requirement: a. Must fix into a standard 19" EIA rack b. Must support ten (10) LTO-1 and 6 (six) LTO-2 fabric attached tape drives for the Gaithersburg, MD site c. Must support 6 (six) LTO-2 fabric attached tape drives for the Boulder, CO site d.Must support 2 Gbit/sec full duplex fibrechannel e.Must support hardware-based tape compression prior to encryption f.Must have hot swappable redundant power supplies and fan assemblies g.Must have a front LCD with touch panel for configuration and status display h.Must have power status and network activity indicators i.Must support multiple hosts and storage devices j.Must have at least one internal reader for system card and 1 USB type external card reader k.Must support directory servers authentication such as LDAP, Active Directory and NIS l.Must support Fabric Channel host authentication m.Must support active-active clustering with secure key sharing n.Clustering and key management must be have passed certification testing for FIPS 140-2 level 3 and AES-256 encryption implementation that has been certified by NIST o.Must support industry-standard tools like SNMP and syslog for monitoring p.Must support a smart card-based SSH-enhanced login authentication allowing scripting of common management tasks q.Key Management must securely automate key backup, recovery and archiving of keys across both NIST sites r.Must have a software-based recovery tool to ensure access to data in disaster recovery scenarios s.Must have a secure SSL web-based management interface t.Must be able to cryptographically sign a log of activities and be able to generate custom reports to track relevant events, including failed authentication attempts, key access, administrative actions, or intrusion u.Must support the instant destruction of data by the deletion of encryption keys v.Must support encryption for CIFS, NFS and iSCSI protocols w.The awardee will install and configure the system, provide training to OCIO staff, and fully document the supplied system x.The awardee shall also provide one (1) year of extended warranty that includes a 4 hour response time. The anticipated posting date for this soliciation is May 23, 2007. The anticipated closing date for this soliciation for the reciept of quotes is June 7, 2007.
