- Description
- The Department of Commerce, NOAA, National Weather Service (NWS), Office of Hydrology Development (OHD) intends to negotiate on a sole source basis, under authority of Federal Acquisition Regulation (FAR) Subpart 6.302 Other Than Full and Open Competition, with Oregon State University located in Corvallis, Oregon for PRISM technology to perform statistical data analysis for two separate geographic areas. The first area is the Hawaiian Islands, excluding the Northwestern Hawaiian Islands. The second area is the region of California not included in NOAA Atlas 14 Volume 1. The following are the requested requirements: adapt PRISM system, create draft grids and documentation for review, modify data and model, establish final process, perform spatial QC, grid production, and consistency checks. Attached is the Statement of Objectives describing the required services. This is not a request for competitive proposals. However, to be considered an affirmative response, vendors must submit written data and documentation which demonstrates an ability to meet the requested services. This is in order to determine a bona fide capability to meet the requirement. A determination by the Government not to open this requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
