Description
The Agency for Healthcare Research and Quality (AHRQ) of the U.S. Department of Health and Human Services, is conducting a market survey to seek potential sources from qualified small business firms under North American Industry Classification System (NAICS) Code 541611 ($6 million) which have the capability to provide support for Long Term Care including Medicaid Home and Community Based Services. This will support the work of AHRQ?s Long-Term Care (LTC) Portfolio. The purpose of LTC Portfolio is to improve quality and safety of long term care services, reduce unnecessary services and associated hospitalizations, and provide tools to better inform consumer decisions regarding LTC. The Portfolio also has key responsibilities for implementing AHRQ?s quality of care measurement efforts for Medicaid home and community-based services (HCBS) as mandated in the Deficit Reduction Act of 2005 (Section 6086(b) of Public Law No.109-171). AHRQ defines LTC as care provided for persons of all ages who need assistance with basic activities of daily living and role functioning who are living in the community or in alternative residential care settings (e.g., assisted living) or an institutional settings (e.g., nursing home). The Portfolio funds research and partners with stakeholders to develop and disseminate evidence-based tools, and evaluates approaches to implementing these practices. The Portfolio is currently focusing on five areas: preventing and healing pressure ulcers in nursing homes; preventing injurious falls in nursing homes; improving care management of persons discharged from hospital to home health and other LTC settings; improving tools to help consumers of assisted living to make informed choices; and the assessment and development of quality measures for Medicaid HCBS and other LTC settings. The projects that are currently funded by the Portfolio are in various stages of completion. Portfolio partners include AHRQ grantees and contractors, and stakeholder organizations including public and private purchasers, providers, consumer representatives, quality improvement organizations, measure developers, the research community, and state, local and Federal policy representatives. Sources must have an understanding of and demonstrate that they have experience in providing technical assistance in the area of long-term care (health services) research support specific to the disabled and the elderly in the five areas that the LTC Portfolio is currently focusing on, as well as health care use and financing specific to the LTC population, and LTC quality improvement activities. Services required will include the following: 1) working with state Medicaid agencies and long term care stakeholder organizations and supporting work group and other types of meetings; 2) leading consensus development activities including consensus on measures, models, frameworks and formats; 3) state of the art statistical methods for field data collection, measures development and testing, sampling, data analysis and database support; 4) capacity for field data collection [state or metropolitan area]; 5) literature syntheses to develop tools and processes to inform long term care interventions and quality improvement protocols; 6) developing, managing and maintaining tools, products and databases in support of information sharing, knowledge management, and web-site support; 7) developing support materials for IRB and OMB clearance packages; and 8) managing complex projects requiring a broad range of skills and expertise. The Project Director must have, at a minimum have a Ph.D. in a health and human services-related specialty with not less than ten (12) years total work experience in which includes: 1) ten years in LTC health services research (HSR); 2) five years in progressively supervisory positions; 3) four years in the areas of Medicaid home and community-based services and/or residential care/assisted living; and 4) demonstrated skills in organizing and monitoring complex projects conducted by groups of diverse professionals. The Project Manager, must have, at a minimum, a Master?s degree in a health and human services-related specialty and not less than eight (8) years total work experience which includes: 1) five years in LTC HSR; 2) two years in progressively supervisory positions; 3) three years in the areas of in the areas of Medicaid HCBS and/or residential care/assisted living; 4) demonstrated skills in organizing and monitoring complex projects conducted by groups of diverse professionals. At least one staff person (either the Project Director or Project Manager) must have four or more years experience in the area of Medicaid HCBS (home and community based services). At least one staff person (the Project Director or Project Manager) must have three years experience related to assisted living/ residential care. At least one staff person (either the Project Director or Project Manager) must have experience relative to the disabled LTC population. At least one staff person (either the Project Director or Project Manager) must have experience relative to the elderly LTC population. At least one staff persons (either the Project Director or the Project Manager) must have experience working with multiple state agencies and stakeholder organizations, and demonstrate the ability to involve diverse stakeholders in a fair and open process that will lead to consensus. Interested small businesses should submit their capability statements (no more than 10 pages in length) to Mary Haines, Contracting Officer, Agency for Healthcare Research and Quality, Division of Contracts Management, 540 Gaither Rd, Rockville, Maryland 20850, no later than 12:00 pm (noon) eastern standard time, on May 21, 2007. Capability statements should be tailored to this request and identify the source?s capabilities to complete this requirement, including information on key staff experience and education, and a description of corporate experience with similar projects.
