Separately priced Line Item (Mar 1989) This is a combined synopsis/solicitation prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is HSCG80-07-Q-3FAH41 and is a Request for Quotations (RFQ). The Government anticipates awarding one firm fixed price purchase order for inspections and/or repairs, re-packaging and shipping the set of propulsion shafts for a Patrol Coast Class ship, consisting of four propeller shafts and two line shafts. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-16. Vendors should include warranty terms and conditions and prompt payment discounts with their quote. This request for quotations is a small business set-aside. The NAICS code is 332710 with Size Standard of 500 employees. The order will be awarded based on price and the ability to meet the requirements and supply ALL inspections and/or repairs by the scheduled delivery date using Simplified Acquisition Procedures in accordance with FAR Part 13. This acquisition is for the inspections and/or repairs, re-packaging and shipping the set of propulsion shafts for a Patrol Coast Class ship, consisting of four propeller shafts and two line shafts (6 pieces total) in accordance with the attached specification. Section 835 of the Homeland Security Act, 6 U.S.C. 395, prohibits the Department of Homeland Security from entering into any contract with a foreign incorporated entity which is treated as an inverted domestic corporation as defined in this clause, or with any subsidiary of such an entity. The Secretary shall waive the prohibition with respect to any specific contract if the Secretary determines that the waiver is required in the interest of national security. (b) Definitions. As used in this clause: Expanded Affiliated Group means an affiliated group as defined in section 1504(a) of the Internal Revenue Code of 1986 (without regard to section 1504(b) of such Code), except that section 1504 of such Code shall be applied by substituting `more than 50 percent' for at least 80 percent each place it appears. Foreign Incorporated Entity means any entity which is, or but for subsection (b) of section 835 of the Homeland Security Act, 6 U.S.C. 395, would be, treated as a foreign corporation for purposes of the Internal Revenue Code of 1986. Inverted Domestic Corporation. A foreign incorporated entity shall be treated as an inverted domestic corporation if, pursuant to a plan (or a series of related transactions)? (1) The entity completes the direct or indirect acquisition of substantially all of the properties held directly or indirectly by a domestic corporation or substantially all of the properties constituting a trade or business of a domestic partnership; (2) After the acquisition at least 80 percent of the stock (by vote or value) of the entity is held? Person, domestic, and foreign have the meanings given such terms by paragraphs (1), (4), and (5) of section 7701(a) of the Internal Revenue Code of 1986, respectively. (c) Special rules. The following definitions and special rules shall apply when determining whether a foreign incorporated entity should be treated as an inverted domestic corporation. (1) Certain Stock Disregarded. For the purpose of treating a foreign incorporated entity as an inverted domestic corporation these shall not be taken into account in determining ownership: (i) Stock held by members of the expanded affiliated group which includes the foreign incorporated entity; or (ii) stock of such entity which is sold in a public offering related to the acquisition described in subsection (b)(1) of Section 835 of the Homeland Security Act, 6 U.S.C. 395(b)(1). (2) Plan Deemed In Certain Cases. If a foreign incorporated entity acquires directly or indirectly substantially all of the properties of a domestic corporation or partnership during the 4-year period beginning on the date which is 2 years before the ownership requirements of subsection (b)(2) are met, such actions shall be treated as pursuant to a plan. (3) Certain Transfers Disregarded. The transfer of properties or liabilities (including by contribution or distribution) shall be disregarded if such transfers are part of a plan a principal purpose of which is to avoid the purposes of this section. (d) Special Rule for Related Partnerships. For purposes of applying section 835(b) of the Homeland Security Act, 6 U.S.C. 395(b) to the acquisition of a domestic partnership, except as provided in regulations, all domestic partnerships which are under common control (within the meaning of section 482 of the Internal Revenue Code of 1986) shall be treated as a partnership. (e) Treatment of Certain Rights. (1) Certain rights shall be treated as stocks to the extent necessary to reflect the present value of all equitable interests incident to the transaction, as follows: (i) warrants; (ii) options; (iii) contracts to acquire stock; (iv) convertible debt instruments; and (v) others similar interests. SCOPE 1.1 Scope. This work item describes the requirements for the Contractor to receive and inspect six propulsion shafts. Upon completion of all authorized inspections and/or repairs, re-package and ship the six shafts to a designated location. 2. APPLICABLE DOCUMENTS MIL-STD-1687, Rev A, Thermal Spray Processes for Naval Ship Machinery Application ASTM International (ASTM) D3951, Reapproved 2004, Standard Practice for Commercial Packaging Coast Guard Maintenance and Logistics Command Atlantic (MLCA), Standard Specification 0740_STD, 2004 Edition, Welding and Allied Processes NAVSEA Drawing 243-5106757, Rev A, Shafting Details 3. REQUIREMENTS 3.1 General. 3.1.1 Government Inspector. The Contractor shall make allowances for the presence of a Government Inspector, who is familiar with the shafts, and authorized to do the following, on site: ? Advise on manufacturer's proprietary information pertinent to the shafts. ? Provide clarification of requirements of MIL-STD-1687 and other requirements in this specification. ? Perform inspection of all authorized repairs, including a final in-plant acceptance inspection. 3.1.2 The Contractor shall make provisions to allow the Government Inspector access at all times to the facilities. 3.1.3 The Contractor shall notify the Government Inspector of a plan of action regarding the completion of any authorized repairs to allow for travel planning by the Government Inspector. Contact information is located in paragraph 5.2. 3.2 Shaft handling and storage. The Contractor shall protect the propulsion shafts from damage during removal, storage, handling, and transport after arrival at the Contractor?s facility until the time of departure. 3.2.1 The Contractor shall be responsible for receiving the shafts, in crates, and properly unloading. Retain the crates for later re-packaging. 3.2.2 The Contractor shall be responsible for packaging and preparing the shafts for delivery, in the existing crates, following all inspections and authorized repairs. 3.2.3 The Contractor shall ensure that the propulsion shafts are supported at all journals while handling. While handling the shipping crates ensure they are supported at all marked sling locations. 3.3 Inspections. The Contractor shall ensure all shaft surfaces are clean of all surface contaminants, and set up each shaft in a lathe and accomplish the following for each shaft: 3.3.1 Visual inspection. ? Visually inspect each propeller shaft, as shown on NAVSEA Drawing 243-5106757 for damage including but not limited to corrosion, pitting, surface cracks, etc. 3.3.2 Measurements. ? Measure the diameters and runouts for all journal surfaces. ? Measure straightness runouts within 2-inches of each shaft end. ? Measure for eccentricity and straightness. The maximum eccentricity of the journal during a complete revolution shall not exceed 0.01? in any shaft section. NOTICE! The permissible variation (through 1 revolution) from straightness is 0.052?. 3.3.3 Non-destructive. Perform non-destructive inspection of the following surfaces in accordance with Std Spec 0740_STD: ? Bearing sleeves. ? Shaft tapers. ? Coupling bolts. ? Keyways. ? Any welded repair surfaces. 3.3.4 Inspection report. The Contractor shall submit a written CFR for all inspections specified above. 3.4 Shaft repairs. If a Change Request has been authorized and released by the KO, the Contractor shall repair a designated section of shafting by repairing or reconditioning the shaft in way of designated journals and/or stuffing box wear areas utilizing a coating application of tungsten carbide hastalloy using the High Velocity Oxy-Fuel (HVOF) thermal spray process as specified below and in MIL-STD-1687. 3.4.1 Surface preparation. The areas to be repaired shall be cleaned and prepared via machining and abrasive blasting as required by section 5.4 of MIL-STD-1687. Surface preparation shall extend at least 1-inch beyond the journal wear surfaces on each end. The stuffing box wear area surfaces shall be prepared for a length 12-inches centered at the present center of the worn area. 3.4.2 Coating properties. The HVOF coating shall consist of at matrix of 75% tungsten carbide cobalt and 25% C276 Hastalloy, and be equal to Sulzer-Metco 5803-1. 3.4.3 Coating application. The HVOF coating shall be applied to all prepared surfaces up to a finish thickness of 0.050?, with a minimum thickness of 0.010?, in accordance with section 5.5 of MIL-STD-1687 to meet the original design dimensions as shown on NAVSEA Drawing 243-5106757. 3.4.4 Surface finishing. All coated areas shall be restored to the original designed surface finish as shown on NAVSEA Drawing 243-5106757. 3.4.5 Post-repair inspections. Following completion of any HVOF repairs the Contractor shall ensure shaft surfaces are clean of all surface contaminants, set up each shaft in a lathe and accomplish the following inspections on the effected repair area(s): 3.4.5.1 Visual. ? Visually inspect the coating in the repaired area(s) to ensure a uniform appearance and also that it is free of blisters, cracks, chips or loosely adhering particles; inspect to see if any evidence of oil or other contaminants, pits exposing the undercoat or substrate, coating separation, and spatter or un-melted particles. 3.4.5.2 Measurements. ? Measure the diameters and runouts for all journal(s) surfaces and stuffing box(es) wear area(s) ? Measure straightness runouts within 2-inches of each shaft end on the shaft(s) repairs were made on. ? Measure for eccentricity and straightness. The maximum eccentricity of a journal during a complete revolution shall not exceed 0.01? in any shaft section. NOTICE! The permissible variation (through 1 revolution) from straightness is 0.052?. 3.4.6 Inspection report. The Contractor shall submit a written CFR for all inspections specified above. 3.5 Shaft straightening. If a Change Request has been authorized and released by the KO, the Contractor shall straighten the shaft to meet the tolerances as required by NAVSEA Drawing 243-5106757 prior to making any repairs to the journals and/or stuffing box wear areas. 3.6 Packaging and shipping.
