Description
AMENDMENT 11: SALMEC-07-R-0030 is amended to read as follows: A. 1) Section C, 1.4.1, page 15, Request for Delivery Order proposal is changed to read as follows: The Government will supply the Contractor with a task description that will include a Technical Security Integration Plan (TSIP), a systems description and a project schedule to obtain a delivery order proposal from the contractor. 2) L.15.A.13, p. 122, IMPORTANT NOTE is changed to read as follows. IMPORTANT NOTE: Attachments 1 through 7 will be used to evaluate each offeror technically instead of Exhibits 1 through 7. 3) H.9 TECHNICAL DIRECTION (05/95), H.9.1 (1), page 50, is deleted. H.9.1. (2) stands alone and is thus not numbered. 4) Section B, CLINS 0001AJ and 0001AK are changed to read Reimbursable Per Diem/Lodging and Other Reimbursable Travel Expenses instead of Per Diem/Lodging and Other Travel Expenses respectively for the Base Year and each Option Year. 5) Section B, CLIN 2001AH is changed to read Equipment instead of Reimbursable Equipment. 6) Section B, B. Type of Contract, number 5, CLINS Cost Reimbursable Line Items, 0001AJ Per Diem/Lodging and 0001AK Other Transportation Expenses is changed to read 0001AJ Reimbursable Per Diem/Lodging and 0001AK Other Reimbursable Travel Expenses for the Base Year and each Option Year. B. The following is stated: 1) Exhibit 8, page 136, Listing of Technical Security Service Installation Done Within the past 5 Years Similar in Scope. This exhibit is meant to reflect the Technical Security Service Installation Done within the Past 5 years of Similar Scope by the company that is proposing and who will sign the contract. 2) To clarify: The contractor does not need to go to the site earlier than required to receive equipment. Government employees at the site will receive the equipment. 3) L.15.A, Exhibit 11, Attachment 5, page 143. Quantities are not required for this scenario. This is for Technical Evaluation only. 4) Interested Offerors shall contact Dept. of State contact Kevin T. McGhee by e-mail at mcgheekt@state.gov if they do not have all attachments to include the 13 guides that go with J.4 Application Guide Coversheet. These guides do not go with J.14 Secure Shipment Consolidation and Receiving Point as listed in Section J Table of Contents. SYNOPSIS: The U.S. Department of State Office of Overseas Buildings Operations (OBO) intends to award a Fixed Price, Performance Based, Indefinite Delivery, Indefinite Quantity (IDIQ) contract for installation of technical security systems (i.e. including alarm, door control, Closed Circuit Television (CCTV), public address, x-ray, metal detection, explosive detection and intercom systems) at Department of State diplomatic missions, embassies and consulates worldwide. The Government intends to solicit this requirement as a Total Small Business Set-Aside using acquisition procedures outlined in FAR Part 15. Due to time constraints, the offeror shall have a Top Secret Security Facility Clearance or Interim Top Secret Security Facility Clearance at the time of proposal submission. Firms must also have the capability of providing DSS Safeguarding and the capability of providing a DSS approved classified computer system. The Government intends to award up to two (2) contracts to responsible offerors whose proposals conform to the requirement of the solicitation and are evaluated as being the Best Value to the Government, cost or price and other factors considered. The proposed performance period shall be one (1) base year and four (4) one year option periods (which shall be exercised at the sole discretion of the Government). The North American Industry Classification (NAICS) code for this procurement is 238210, Electrical Contractors and the small business size standard is $13.0M. The solicitation will be issued on or about February 26, 2007. All prospective offerors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. Offerors shall check FEDBIZOPPS.GOV daily to keep abreast of all updates (amendments) concerning this requirement.
