- DESCRIPTION: VA Nebraska Western Iowa Healthcare System intends to negotiate a commercial (FAR Part 12) sole source contract with Wound Care Education Institute, Inc., PO Box 334, Stevensville, MI, 49127, under the authority of FAR 6.302-1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2005-16. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition is being prepared in support of this acquisition. This procurement is to obtain education on wound care management to a total of 39 selected nurses representing facilities within VISN 23. Training includes a 4-day course followed by an examination that will provide a certification in wound care management through the Wound Care Education Institute (WCEI). The training program will be accredited for continuing education for nurses through the American Nurse Credentialing Center (ANCC). The vendor is responsible for providing the following: 1. Two experienced instructors to provide onsite training programs in Omaha and Minneapolis (see attached training outline for specific course content and timeframes) 2. Provide 27 contact hours in continuing education for nurses and physical therapists. 3. Provide training workbooks and handouts for 39 participants. 4. Administer wound Care Certification Exam from the National Alliance for Wound Care. 5. Make all hotel and travel arrangements for instructors. The VA is responsible for the following: 1. Identify the names of the participants and submit registration forms to WCEI at least 30 days prior to each training session; 2. Make arrangements for training space and notify WCEI of location for both sessions so travel arrangements can be made for the faculty; 3. Assure that the training space is configured according to specifications and has appropriate AV equipment available (LCD projector, screen, and extension cord), 4. Identify dates for the training (week of June 18th in Omaha and the week of July 16th in Minneapolis are tentative dates pending contract award). THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All proposals received by 4:00 P.M. Central Time, May 16, 2007, will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
