Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; pro posals are being requested and a written solicitation will not be issued. The NAICS Code is 611430 and the size standard is $6.5 million. SPECIFICATIONS/STATEMENT OF WORK 1. Purpose: To obtain a two day training seminar that builds, enhances and increases the effectiveness of leaders, teams and individual recruiters in this time of fighting the Global War on Terrorism (GWOT). The end-strength success of the Montana Army National Guard rests on the shoulders of Soldiers-Recruiters assigned to this command. A credible, proven trainer is requested 26-27 September 2007, with the location to be determined. 2. Scope: Trainer calls, interviews the command and members of the leadership team to obtain feedback on the audience, past success, future goals and determines what to target and how. In addition, I want to have two follow on video teleconferences scheduled s ix months from this training to refocus, share lessons learned and seek additional insight from this chosen expert. Day 1 - Leadership training that consists of the supervisory staff - team, consisting of MSG-E8 and above. Training focus on current tools in the tool box and how to put the right ones to use to maximize production through leadership skills and overs ight. Ways to effectively combat the WAR drawbacks, time management, and leadership principles to take sales personnel over the top. BLUF: Make teams and individuals more successful. 10-12 Personnel. Day 2 - Consists of specific targeted sales techniques in todays environment with proven results and credentials. Motivation, time management and a condensed sales process is what I envision the end-state for this training objective. The group cons ists of the leadership team and the production team consisting of 50 personnel total. Proven training increases the productivity, time management skills and sales skills to provide every leader and recruiter the means to exceed the mission. 3. Expected Outcome: Recruiting and Retention Commander provides leadership, managerial, motivational and sales training to this professional force to increase  enhance the sales skills and practices to make Montana Army National Guard end-strength objectives during this time of GWOT. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The technical area is considered mo re important than the past performance area. Price is considered significantly less important than the non-priced Areas (Technical and Past Performance). The technical factors that will be evaluated are the presenters resume and the agenda of the traini ng event. In order to evaluate the past performance, the offeror will submit no more than 5 testimonials from previous clients or the names and contact info from no more than 5 previous clients. Offerors shall ensure that the above factors are listed in their proposals. The provision at 52.212-4, Contract Terms and Conditions Commerical items, applies to this acquisition. Offerors shall include a complete copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications Commerical items w ith its proposal. The provisions at FAR 52.212-5, Contract Terms and Conditions required to implement statutes or Executive Orders commercial items, are included and incorporated by reference. These clauses apply: FAR 52.219-6 Notice of Total Small Busines s Set-Aside, 52.222-3 Convict Labor, 52.222-21 Prohibition of segregated Facilities, 52.222-26 Equal Opportunity, 52.222-35 Equal Opportunity of special disabled veterans, veterans of the Vi etnam Era.
