- DESCRIPTION OF INTENT: THIS IS A MARKET SURVEY REQUESTING INFORMATION IN SUPPORT OF THE FOLLOWING POTENTIAL REQUIREMENT. No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation, nor is it a r equest seeking contractors to be placed on a solicitation mailing list. Response to this survey is voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey and any follow-on informat ion requests. Data submitted in response to this market survey will not be returned. No solicitation document exists at this time, and calls requesting a solicitation will not be answered. POTENTIAL REQUIREMENT: Background: TARDEC is currently evaluating the economic and technical feasibility of creating a single oil formulation that is both versatile (used as engine oil, transmission fluid, and hydraulic fluid) and meets extreme operating conditions for use in c ombat/tactical ground equipment in all climate conditions. The results of this market survey will be used to identify existing commercial base stocks or base stock blends that can be used in both extremely low ambient temperature and extremely high ambien t temperature environments (i.e., arctic through desert). In addition, this market survey will be used to identify potential suppliers of base stocks or base stock blends for the possible development of new fully formulated oil. TARDEC is seeking to dete rmine if existing commercial base stocks or base stock blends possess both extreme low ambient temperature and high ambient temperature performance in terms of operational viscosity requirements, volatility, and compatibility with typical elastomeric mater ials. Potential commercial base stocks or base stock blends may be subjected to further laboratory tests to characterize low temperature and high temperature viscometric properties. If laboratory tests prove successful, then the base oils might continue to be evaluated in future research and development programs. Ultimately, the base stocks or base stock blends may be combined with a suitable additive package(s) to demonstrate the feasibility of developing a single fully formulated lubricant that can be used in military diesel engines, powershift transmissions, and some hydraulic systems under full range of extreme ambient temperature conditions (arctic through desert environments).
