- INDEFINITE DELIVERY INDEFINITE QUANTITY FIRM-FIXED PRICE A-E CONTRACT FOR PHOTOGRAMMETRIC MAPPING AND AERIAL PHOTOGRAPHY WITHIN THE LIMITS OF THE NEW ORLEANS DISTRICT. SOLICITATION NO. W912P8-07-R-0078. NAICS CODE: 541370, SIZE STANDARD: $4,500,000. THIS IS 100% SET ASIDE FOR SMALL BUSINESSES. CONTRACT INFORMATION: This contract is being procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. A firm will be selected for negotiation based on demonstrated competence and qualifications to accomplish the required work. The services will consist of Photogrammetric Mapping, Ae rial Photography, Remote Sensing, Aerotriangulation, Large and Small-Scale Topographic Maps, and Landuse/Landcover Analysis and Mapping for the New Orleans District, U.S. Army Corps of Engineers. One indefinite delivery indefinite quantity contract will be negotiated and awarded. The contract will have a base period not to exceed one year or $1,000,000 and four option periods not to exceed one year or $1,000,000 each. The contract is anticipated to be awarded in August 2007. Contract ceiling will not exceed $5,000,000 or 5 years in duration, whichever comes first. The minimum guarantee is $20,000 for the original contract period, and $10,000 for each option period. An option period may be exercised when the contract amount for the base period or preceding op tion period has been exhausted or nearly exhausted. The wages and benefits of service employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act, relative to the employees office location. Prior to contract award, a firm must be registered in the DoD Central Contractor Registration (CCR). Register via the CCR Internet site at http://www.ccr.gov or by contacting the DoD Electronic Commerce Information Center a t 1-(800)-334-3414. Prior to award, the contractor must be registered in the CCR database. ATTENTION: Effective January 1, 2005, all contractors who submit an offer/bid are required to register in the Online Representations and Certifications Application ( ORCA). See FAR clauses 52.204-7 and 52.204-8 for requirement information. The website for ORCA is http://orca.bpn.gov. ORCA registration replaces some of the Representations and Certifications. II. PROJECT INFORMATION: Work will be for photogrammetric mapp ing, remote sensing, GIS & CADD services, internet products, map folio development, digital quadrangle mapping, and aerial photography of sites for the U.S. Army Corps of Engineers, New Orleans District. The Contractor shall further demonstrate capability and capacity of photographic laboratory reproduction and enlargement equipment (enlargements up to and including 40 x 60) and supporting personnel. III. SELECTION CRITERIA: Criteria a through g are primary. Criteria h and i are secondary and will only be u sed as 'tie-breakers' among firms that are essentially technically equal. The selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion). a. Specialized Experience and Technical Competenc e of the firm and its key personnel; b. Capacity (personnel and equipment) to accomplish the work (see Paragraph IV); c. Knowledge of geographical area within the limits of the New Orleans District; d. Professional qualifications to include licensed profes sional engineers or land surveyors demonstrated expertise in all aspects of photogrammetry and remote sensing, a qualified management team, quality control staff and technical staff; e. Past Performance on DOD and other contracts with respect to cost contr ol, quality of work, and compliance with performance schedules, as determined from ACASS and other sources; f. Quality Control Plan; g. Safety Plan; h. SB and S DB participation: extent of participation of small businesses, small disadvantaged businesses, women-owned small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses, HubZone small businesses, historically black colle ges and universities, and minority institutions in the proposed contract team, measured as a percentage of the estimated effort; i. Equitable Distribution of DOD Contracts: Evaluation will consider the Volume of DOD, A-E contract awards in the last 12 mont hs. The objective is to achieve an equitable distribution of DOD, A-E contracts among qualified firms, including SB and SDB. IV. MINIMUM PERSONNEL AND EQUIPMENT: To be considered for selection, a firm must demonstrate the capability to perform the services listed above and the capacity to provide the following minimum personnel and equipment: one registered land surveyor or registered professional engineer; one conventional 4 person survey party; one 4 person GPS survey party; capability to equip the two cr ews with necessary field equipment; one certified photogrammetrist; two computer technicians, one fluent in GIS; one competent in providing data to the Web; two cartographic technicians; two stereo plotter operators; one photo technician; one fluent in GIS ; one competent in providing data to the web; two cartographic technicians; two stereo plotter operators; one photo technician; one aircraft pilot (commercial with 250 hours of aerial photo experience); one aerial photographer (with 250 hours of experien ce); one aircraft capable of maintaining cruise speed necessary for taking photographs with a 6 inch focal length lens for photo scales within the range of 1:40,000 to 1:60,000 or be equipped with a 3.5 inch focal length lens to achieve those scales (in ge neral aerial photography will be taken using a 6 inch focal lens for photos under the 1:40,000 scale); one conventional aerial photography camera (RMK or equal) of 9: format with an Area-weighted Average Resolution of 90 or above (provide calibration repor t); a LIDAR system; one CAD workstation; one digital aerial photogrammetric camera (or having access to one); one plotter; one photo-scanner (with 1600 dpi capability); one rectifying enlarger 26 in x 36 in; one analytical stereo plotter; one 9 in x 9 in c ontact printer. A calibration report for each camera (conventional and digital) must be submitted with the contractors SF330. V. SUBMISSION REQUIREMENTS: See Note 24 for general submission requirements. Interested firms having capabilities to perform this work must submit five copies of completed SF330 for the prime firm and all subcontractors and consultants to the address below not later than 8 June 2007, 2:00 pm, local time, New Orleans, Louisiana. Include the firms ACASS and DUNS number in SF330. For ACASS information, call (503) 808-4590. In Block E of the SF 330, include an organizational chart, equipment requirements, and the use of subcontractors or consultants and describe the firm's design quality control plan, including coordination of subcontra ctors and consultants. Each offeror/consultant listed within Part I of the SF 330 must submit Part II of the form with this package. In the SF 330, Part I, Section F, cite whether the experience is that of the prime (or joint venture) from an office other than that identified in Block 21 shall be so labeled. The evaluation factors listed must be addressed in the appropriate sections of the SF 330 for the prime contractor as well as all subcontractors and consultants, and any other pertinent information. An outline of the Safety Plan is required. A complete Safety Plan will be required after contract award. A detailed Quality Control Plan must be received and approved by the Government prior to contract award.
