Description
This procurement is for the solicitation of a Two-Phase Firm fixed-price contract for the Replacement of the Water Distribution System at the Defense Supply Center Richmond (DSCR), Richmond, VA. Included in the project is replacing the circa 1942 ca st iron water mains and appurtenances, demolition of two circa 1942 750,000 gallon water tanks and soil remediation at those sites, possible new 500,000 gallon water tank based on final design requirements, a second connection to the municipal water supply , new switchgear for the fire pumps to use primary power and alternate backup generators, pump control modifications and repairs, increased generator fuel supply, upgraded power supply to the water plant as needed, new fire hydrants, valve controls for pro per maintenance of the system, repair and upgrade to valve houses, and a SCADA system for operation and monitoring of the system. Requirements for the technical Source Selection criteria factors are as follows: PHASE ONE (1) Relevant Experience; (2) Past Performance; and (3) Project Key Personnel. PHASE TWO; (1) Management Plans; (2) Schedule; and (3) Sub-Contracting Plan; and (4) PriceProposal. A maximum of five offerors selected during PHASE ONE will advance to PHASE TWO. Offerors will be evaluated on both technical proposal and price. The Government reserves the right to reject any or all proposals prior to award; to negotiate with any or all proposers; to award the contract to other than the lowest total price; and to award to the proposer submitt ing the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED THAT AN AWARD MAY BE MADE IN PHASE TWO WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. The receipt date for technical p roposals for PHASE ONE is June 26, 2007. The magnitude of construction is estimated to be between $10,000,000 and 15,000,000 for the Base Item and between $5,000,000 and $10,000,000 for each Option Item. Duration of the project is 18 months for the Base Item and 18 months for each Option Item. THIS IS AN UNRESTRICTED PROCUREMENT. NAICS CODE 237110 applies to this procurement action.
