Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement does not constitute the only solicitation ; quotations are being requested and written solicitations will be issued. (ii) The reference number is W912ES-07-T-0072 and the solicitation is issued as a Request for Quotation (RFQ). CLOSING DATE AND TIME ARE 24 May 2007 AT 2:30PM CDT. (iii) The provis ions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal A cquisition Regulation (FAR) and Defense Federal Acquisition Regulations supplement (DFARS) can be accessed on the Internet at http://www.arnet.gov/far/ (iv) This solicitation is for acquiring, under a rent/lease to buy option, an industrial grade Bulldoze r for the purpose of preparing and maintaining dredge material holding sites. Specifications for the Bulldozer can be found in Addendum I and a Scope of Work can be found in Addendum II. If the Government exercises its option to buy, then an allowance/disc ount for a Trade-In Bulldozer is requested if possible. Description of the Trade-In Bulldozer can be found in Addendum III. This solicitation utilizes Full and Open competition. No Set-Asides apply to this effort. However, a price evaluation preference wi ll be provided to Hubzone small business concerns in accordance with clause 52.219-3.The associated NAICS code is 532412 and small business size standard is less than 750 employees. (v) CLIN 0001  1st Month Bulldozer rental with option to buy. (Includes initial delivery charges). CLIN 0002  2nd Month Bulldozer rental with option to buy. CLIN 0003  3rd Month Bulldozer rental with option to buy. CLIN 0004  4th Month Bulldozer rental with option to buy. OPTION CLIN 0005  5th Month Bulldozer rental with option to buy. OPTION CLIN 0006  6th Month Bulldozer rental with option to buy. (Includes return shipping charges if option to buy is not exercised). OPTION CLIN 0007  Bulldozer Purchase Option - to include all rental payments and CATERPILLAR D6H Dozer tradein allowance. (Includes return shipping charges if option to buy is not exercised). (vi) To complete this contract the contractor will provide the listed line items the Fountain City Service Base of the US Army Corps of Engineers, 431 North Shore DR. Fountain Cities, Wisconsin 54629. Delivery and acceptance of deliverables will be FOB destination. (vii) Contract delivery will be completed by 1 July 2007 or sooner. (viii)The provision at 52.212-1, Instructions to Offerors  Commercial Items applies to this solicitation. (ix) The provisions at 52.212-2 apply to this acquisition. (x) The provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this solicitation.
