This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in the notice and following the Simplified Acquisition Procedures in FAR Part 13.5 THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-16. The US Department of Interior, through its Franchise Fund activity, GovWorks, is issuing this solicitation, Number 0407RQ67115 as a Request for Quote (RFQ) on behalf of the US Department of Agriculture, Risk Management Agency. This contract will procure services to support the USDA, Risk Management Agency with the development of an Avocado Actual Production History (APH) Plan. Most specifically an insurance plan that will replace the California Avocado Revenue (CAR) Pilot plan of insurance currently offered on avocados in six California counties. The resultant contract will be a Firm Fixed Price with Labor Hours CLINS.
