Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quote (RFQ) for Acoustic Front-End Equipment to be used in recording the acoustic characteristics of flight vehicles during research testing. NASA Ames has a requirement for: (1) Condenser Free-Field Microphones, 16 EA; (2) Nosecones, 16 EA; (3) Pistonphone, 1 EA; and (4) Power Supply, 2 EA. The equipment shall have the following operation specifications: 1) Microphone: 1/2" Diameter; Freq. Range: 3.5 Hz to 35 kHz (?1 dB); Sensitivity: 50mV/Pa or greater, must have removable protective grid; must mate and be compatible with NASA-Owned G.R.A.S Type 26AK preamplifiers. 2) Nosecone: 1/2" Diameter, must be compatible with microphones and swappable with their protective grids and aerodynamically shaped to minimize turbulence. 3) Pistonphone: Accommodate 1/2? microphones as well as 1/4?and 1/8? microphones using adapters; provide constant sound pressure of 114dB + 0.1dB at 250Hz + 2.5dB, must be battery operated. 4) Power Supply: 8 channels of input/output; inputs must be of type 7-pin LEMO 1B (female); outputs must be of type BNC socket; frequency range: 3.5 Hz to 40 kHz; must supply power to preamplifiers at 28V and 120V; must supply polarization voltage to preamplifiers at 0V and 200V; must provide gain settings of: -10, 0 , +10, +20, +30, +40, +50 dB; filtering capability: wideband and A-weighting; must operate from 115V AC, 12-18V DC (external), or AA alkaline batteries; must mate and be compatible with NASA-Owned G.R.A.S Type 26AK preamplifiers. The provisions and clauses in the RFQ are those in effect through FAC 05-16. The NAICS Code and the small business size standard for this procurement are 334310 and 750 Employees respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA Ames Research Center is required within 60 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (SEP 2006), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (FEB 2007), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (MAR 2007), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.225-1, 52.225-13, and 52.232.34. Telephone questions will not be accepted. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, warranty and past performance. Other critical requirement: Delivery. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. Offerors must currently be registered in the Central Contractor Registration (CCR).
