- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Naval Special Warfare Development Group, Virginia Beach, Virginia has a potential requirement to procure the following: Clin 0001, 4X4 Off Road Mobility, and Recovery & Vehicle Preservation Training Course for the period 4-8 June 2007 for six students. Training Objectives. All objective taught in the classroom and in the field. Basic and advanced off road driving techniques to be taught in near stock vehicles that represent the following; coil spring beam axle suspension, independent suspension, leaf spring suspension, manual transmission, automatic transmission, turbo diesel motor, gas motor, open differential, locked differential. Training will be conducted in sedans, light trucks, and al terrain vehicles. Terrain analysis and spotting skills. Introduction to conventional recovery systems and operating procedures. Appropriate selection of conventional recovery gear. Introduction to light weight recovery systems and operating procedures. Appropriate selection of light weight recovery gear. Scientific demonstrations of working loads and parameters. Mechanical training to include; classroom, practical field repair, tool selection, and improvisation, hands on repair of commonly broken components in the drive train. Basic electrical repair and proactive problems avoidance. Recognizing compromised parts. Suggested maintenance programs. Suggested tools and parts. Note book of basic drive train schematics. Tire technology and choices. Discussion of accessories to improve vehicle capability and ruggedness. . Sedan and light truck recovery techniques. Dissimilar sized vehicle recovery. Extreme scenario hands on recovery practicals. All skills must be practiced at night on Night Vision Goggles and with white light. All skills must be practiced on different surfaces to include; sand, water, mud, rocks, tight trails, and in mountainous terrain. All skills must be taught and practiced with an emphasis on vehicle preservation. Medical support must be provided during practical training. Contractor must provide vehicles that represent a broad spectrum of those most likely to be encountered. The vehicles must be close to stock configuration with accessories only added in a manner that they can either be used or not. Student to instructor ratio while driving must be 2:1. Classroom student to instructor ratio can be 6:1. H92244-07-T-0071 is anticipated to result in a Firm Fixed Price (FFP) contract. Submit written offers; oral orders will not be accepted. This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-16, 22 March 2007. North American Industrial Classification Code (NAICS) 611519 applies to this procurement. The DPAS rating for this procurement is DO. This procurement is a small business set-aside. Proposals received after this timeframe shall not be considered for award. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government based on price.
