- The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Conservation Biology Division, seeks information from small business vendors who are capable of providing technical and scientific services to collect tissues for Chinook and steelhead at the Bonneville Dam, Washington fish ladder for a base period from the date of award through March 31, 2008. Tissue samples shall be collected from returning Chinook and steelhead adults and preserved for genotyping. Microsatellite genotyping shall be completed using specified loci and GSI analyses performed using existing standardized Columbia Basin genetic baseline data. Genotyping shall follow established protocols and result shall be reported to NMFS. Deliverables: Final report with all data collection results, genetic data collected, and microsatellite genoptyes for 6,250 individuals. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 235(c) (1), Only One Responsible Source. The only known source is the Columbia River Inter-Tribal Fish Commission (CRITFC). CRITFC has conducted age and length-at-age analysis of Chinook passing through Bonneville for the past 20 years and has provided similar analyses for steelhead since 2004. CRITFC already has all the sampling permits, the infrastructure, personnel, and expertise for safely handling multiple listed fish species. They are already conducting partial tissue sampling for Chinook, and they are the only group that could also conduct the genotyping (in addition to providing the best quality genetic data in the basin). Additionally, CRITFC currently has an established sampling program for adult salmonids in place at the Bonneville Dam fish ladders and has thousands of tissue samples from previous years that will be essential to this project. All interested parties must respond to this announcement by May 7, 2007. Responses must include the contractor's name, contact information, and information indicating the contractor's capability to perform the services described herein. Documentation to support the contractor's capability to perform these services must also be submitted which includes the contract number, point of contact and phone number, and a description of services performed under previous contracts for the same services. Any response that does not include this information will not be considered. The Government will evaluate each response to determine if the contractor has the experience, knowledge and capability to perform these same services. All contractors doing business with this Acquisition Office must be registered with the Central Contractor Registry (CCR). No award can be made unless the vendor is registered in CCR.
