Description
This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA Northwest Fisheries Science Center (NWFSC), National Marine Fisheries Service (NMFS) located in Seattle, WA is seeking a charter vessel, captain and crew to conduct a hydroacoustic tagging project. The proposed contract involves deploying receivers to collect data in the spring and retrieving those receivers in the fall to download the data. In the interim we will be collecting, surgically implanting, and releasing fish aboard this vessel for tracking via the receivers. All dates will be mutually agreed upon by the vessel and the scientific staff. The proposed contract has performance period of one year from date of award plus two (2) option years. The vessel will provide all the fishing gear and the scientific staff will provide the tagging gear. Vessel Requirements: 1.The vessel must be a minimum of 15 meters (58 ft) long. 2. Minimum continuous horsepower output from main engine, approximately 400hp. 3.Vessel must be able to provide all gear necessary to set purse seine and remain in control under normally expected fishing conditions. 4. Vessel should be able to maintain a minimum cruising speed of at least 15 km/hr (8kts) in low sea states. 5. Ideal vessel would have a power block for deploying fishing ear as well as the additional capability to deploy CTD and other oceanographic instruments. 6. A clean, flush deck area for sampling equipment including an area (approximately 8 x 8 ft2) where a sampling table for tagging and obtaining biological data can be set up. 7. The work area shall have easy access to scuppers to discard unwanted catch, holding bins/tanks/containers to hold species prior to and after tagging for recovery. 8. On-deck work area shall be clear of running gear, equipment, vertical obstructions, and stowage. 9. Dry storage area in the main deck house for holding scientific supplies/equipment. 10. Seawater deck-hose for supplying fish holding tanks. 11. On/off switch shall be readily available from the working deck. 12. A minimum of two deck bins for holding catches. 13. A suitable dedicated dry counter with adjacent power outlets for installation of Government-supplied personal computer(s), printer, and various electronics. 14. Freezer space for samples. Freezer space must be reasonably and safely available form the deck and must be continuously available to the scientific party. 15. Potable fresh water supply adequate for vessel and personal use of crew and scientists. 16. Clean and sanitary accommodations for crew and scientific field party (maximum of 5 scientists) 17.Head shall be clean and operating appropriately; toilet will not emit odors or back flush. 18. Work spaces, berthing, and galley spaces shall be adequately ventilated and free from tobacco smoke, excessive engine noise, and hydrocarbon fumes. 19. Bunks shall be clean and comfortable. 20. In an effort to reduce marine debris pollution, the Captain shall comply with waste management regulations as described in Section V of MARPOL. 21. The vessel shall be required to have a storage facility, to retain all refuse so it is not disposed at sea. 22. The vessel shall have been actively used for research purse seining efforts in Puget Sound in the past 12 months and the Captain must have prior familiarity with the sites we are interested in sampling as well as hydroacoustic gear and fish handling techniques. 23. The vessel must pass Coast Guard inspection. In addition, conformance with present regulations for commercial fishing vessels requires that the master or an individual in charge of the vessel ensures that safety drills and instruction are conducted at least once a month (46 CFR 28.270). Safety orientations must be given to each individual on board that has not received the instruction and has not participated in the drills before the vessel can continue to operate. Electronic Equipment Requirements: 1. Radios: A VHF set, a single side-band unit, and a system for switching to battery power for radio operation in the event of interruption of the normal power supply. 2. Plotter with capability of plotting from GPS or LORAN C. 3.GPS ? with 6 channels, sequential capability to track satellites. 4. Radar ? minimum range of 77.2 km (48 miles) 5.Depth Sounders ? color scope unit with minimum range of 914 m (500 fm) and operating in the 25-50 kHz range. Crew Requirements: 1. The minimum fishing crew shall consist of (3) Captain, engineer-fisherman, and skiff man. 2. The Captain shall have a minimum of 30 years seine experience as a master of a comparable-sized seiner. 3. The engineer-fisherman and skiffman shall each have a minimum of 5 years experience in seining. 4. Experience in the conduct of hydro acoustic research is required for the Captain. 5. Offerors shall complete the attached forms indicating pertinent employment experience for each crew member for the y ears 1996 to the present. Similar documentation shall be submitted to the Contracting Officer?s Technical Representative (COTR) for approval of all replacement personnel hired. The government field party shall consist of 3-5 individuals. One member of the scientific party will be responsible for implementation of the Cruise Plan, compliance to the charter terms, disposition of catches and the conduct and performance of scientific personnel aboard the vessel. Scientific personnel will provide own bedding, towels, food, and personal gear, including life vests/float coats. The contractor shall provide a place for scientific personnel to consume meals. Meal times will be coordinator with the Field Party Chief to accommodate the need to complete sampling work. Workday length and hours will be determined by the Field Party Chief in consultation with the Captain. Working days may average over 12 hours. The decision will be based on the type of activity expected as well as on prevailing weather conditions and the Cruise Plan. The Field Party Chief has the final authority except in matters relating to safety of the vessel and vessel personnel. The crew, when not required by the Captain for vessel operations, shall assist the Scientific Personnel in sorting the catch and obtaining biological data; the Captain may be asked to assist scientific personnel with navigational and fishing record keeping. The Field Party Chief and the Captain will meet at least once a day to discuss operation and resolved problems. They will work together to resolve problems. In the event that they cannot reach agreement on any problem which has the potential for compromising the research or threatens the safety of the Scientific Personnel, the Field Party Chief will direct the vessel to return to port where an acceptable solution will be arranged between the Government and the Contractor or the charter will be terminated. The vessel will be off charter if required to return to port and will remain off charter until the problem has been resolved. All fish taken remain the property of the Government. The Field Party Chief is responsible for their disposition. Present NOAA policy specifically prohibits retaining any portion of the catch for commercial purposes or for personal use and consumption. The Captain and crew shall exercise due caution to prevent damage of Government gear/equipment. If loss or damage is the result of disregard, repair or replacement costs may be deduct from charter payments. The contractor shall provide for all operation g expenses of the vessels incurred during charter days. Safety: The vessel Captain is responsible for all matters relating to safety of personnel, the vessel, and equipment operation. The Captain will adhere at all times to Navigational Rules and Rules of the Road whether it be while towing, running, drifting, or when at anchor. At the time of submission of the proposal and bid, the contractor shall provide (if available) the Stability Letter from the vessel?s Stability Report, certified by a licensed naval architect/marine engineer, which describes the vessel?s stability characteristics for the intended charter operations. Recent stability or marine survey reports, pictures, drawing or blueprints should be included along with other required information to assist in the evaluation. A Category I 406 MHz EPIRB must be affixed to the exterior of the vessel in a manner approved by the USCG. At least one crew member should have fire fighting experience equivalent by the North Pacific Vessel Owner?s Association. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 235 (c) (1), Only One Responsible Source. The government identified F/V Chasina as the only qualified source who can complete work under this project. F/V Chasina is equipped with herring seine, a specialized piece of gear that allows ust capture salmonids with the least amount of injury. The F/V Chasina?s captain has over 35 years of research experience and has worked for the past two years on this particular project. He knows how to set up his vessel in a manner that accommodates all of NOAA gears and meets mobile laboratory requirement. The government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to F/V Chasina, without further notice. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication.
