Description
The Department of Health and Human Services, Administration for Children and Families, Office of Planning, Research and Evaluation intends to award a Cost Plus Fixed Fee contract modification under Contract number 233-02-0056 to Mathematica Policy Research, Inc. (MPR), located in Princeton, NJ for the development, implementation, and evaluation of interventions designed to build and sustain healthy relationships among low-income married couples. The current contract also includes an activity to develop special topic reports of interest to ACF, related to services to couples. It is the Government?s intent to modify the contract to increase the level of effort involved in developing special topic reports. In accordance with 41 U.S.C. 253(c)(1); only one responsible source and no other supplies or sources will satisfy agency requirements. MPR possesses the specific skills, knowledge, and expertise related to the innovative programs working with couples to perform the tasks. In addition, MPR is the designer/developer of the model guidelines produced and approved by the ACF which require the participation of couples. Working with couples rather than individuals is an innovative strategy in the social service arena. MPR has been providing direct guidance and technical assistance to the program operators (sites) in the design, implementation and operation of their pilot and full-scale demonstrations. As the current contractor, MPR is uniquely qualified to provide the required support, personnel, and services in the timeframe required. The Government intends to proceed with the contract modification to Mathematica Policy Research, Inc. 45 days after publication of this notice. No solicitation package is available for this requirement and none will be provided.
