- This is a combined synopsis/solicitation to establish a Requirements Contract for commercial services (Pipe Coverer and Insulators/Lead Pipe Coverer and Insulator) for a Base Year and Two (2) Option Years and is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quotation Number is HSCG40-07-Q-41380. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-16. The applicable North America Industry Classification System (NAICS) Code is 238220 and the business size standard is $13.0 Million. If a task order is issued under this contract for hours of Pipe Coverer and Insulators/Lead Pipe Coverer and Insulator services, the contractor shall supply the required job classifications within six (6) business days. Conduct of Performance: Each task order issued under this contract shall contain a work statement defining the location where work will be performed, a general description of the work to be performed, and the number of hours required for each labor category. The Lead Pipe Coverer and Insulator shall report to the Coast Guard Technical Point of contact, as specified on the task order, at the beginning of each workday to report the accomplishments of the tasks completed the day before and for an inspection of the services that have been performed. At this time, any necessary redirection of the effort shall be communicated via verbal task order by the Coast Guard technical point of contact within the scope of the task order and within the hours authorized by the individual order. The Lead Pipe Coverer and Insulator shall be responsible for the performance of the tasks under each order and shall be responsible for communicating and directing all effort under each order to the Pipe Coverer and Insulators. EQUIPMENT RESPONSIBILITY: The contractor shall be responsible for providing his/her own basic hand tools such as a hammer, clamps, etc., safety helmets, glasses, and shoes. The Coast Guard YARD will provide any specialized tools that may be necessary. Officials authorized to place delivery orders: U.S.C.G. Engineering Logistics Center, YARD Acquisitions Branch, Bldg. 58, 2nd Floor, 2401 Hawkins Point Road, Baltimore, MD 21226. STATEMENT OF WORK: The Contractor?s Pipe Coverer and Insulators and Lead Pipe Coverer and Insulators shall perform, at a minimum, the following: 1) Construction, repair, maintenance, overhaul and conversion of a wide variety of types and sizes of marine craft and vessels and in connection with miscellaneous manufacturing projects performed at the YARD. 2) Works from blueprints, drawings, patterns, or sketches; 3) Works with various types of insulating materials such as felt, ceramic fibers, magnesia, and fiber glass in sheetforms, molded forms, blocks or pads, and other insulating material as required; 4) Mixes loose materials into cement or plaster forms for trowel valves, fittings, flanges, boilers, tanks, turbines, evaporators, refrigerating units, and similar structures; 5) Saws or shears sections of insulation to size and trims them to fit; 6) Cuts out irregular shapes for valves, fittings, flanges, and similar parts; 7) Secures insulation in place with wire, metal straps, or special twine; or cements insulation to surface where appropriate; 8) Covers insulation with netting, and secures netting with wire; 9) Fills joints and cracks with appropriate insulating insulation, and sews seams and joints, using special twine, needle, and sailmaker?s palm; 10) Mixes insulating cement and mastics and applies them with a trowel; 11) Fabricates molded sections of insulation for special parts by cutting various segments of insulation with miter box, fitting different parts together, and cementing them; 12) Prepares removable or replaceable sections of insulation for valves and similar fittings to which access must be provided, by measuring connections, making proper patterns and sketches as necessary for himself and other workmen, cutting insulating material, and sewing parts together or using a pneumatic stapler. All services shall be performed at the U.S. Coast Guard YARD within the shops, on shipways, in skid areas, and on the waterborne vessels, often under adverse weather conditions. Workers may be exposed to various shipyard hazards and possible injuries. Since climbing is essential to the efficient performance of the Statement of Work, there is a chance of slipping and falling. He/she may be exposed to fume inhalation, burns, cuts, bruises, scrapes, shocks, broken bones, welding flashes, solvents, grease, dirt, grime and noise. He/she will work in close cramped quarters and may be exposed at times to intense heat and cold. He/she may also be exposed to galvanizing poisoning and to more than a normal amount of dust, such as fiber glass, and many and varied adhesives. The contractor shall supply workers experienced and capable of working in a shipyard environment. The following Federal Acquisition Regulation (FAR) provisions and clauses apply: FAR 52.212-1 Instructions to Offerors-Commercial Items (Sep 2006) and the following addenda: General Instructions: It is intended to award a Requirements-Type contract for a Base Year and Two (2) Option Years for the delivery of Pipe Coverer and Insulator/Lead Pipe Coverer and Insulator services to the United States Coast Guard YARD, Curtis Bay, Baltimore, MD. The services shall be issued via task orders and are in support of Shipyard availabilities. It is essential that the proper skill level of Pipe Coverer and Insulators be supplied for each individual order placed under the resulting contract. Any delay to a shipyard availability due to inferior services would be costly to the Government and is a primary consideration in the award and continuation of any resulting award. The offeror(s) shall document their ability to supply Pipe Coverer and Insulators/Lead Pipe Coverer and Insulators in accordance with the Required Technical Qualifications set forth as follows: REQUIRED TECHNICAL QUALIFICATIONS ? 1) Must have a thorough knowledge of all phases of the trade, included theory and practice, and of the equipment, tools, materials, and supplies used. 2) Must be thoroughly versed in trade methods and the drawings or blueprints. 3) Must possess full journeyman knowledge of shop mathematics, a thorough knowledge of shipbuilding terms, definitions and abbreviations, be able to develop templates, and have some knowledge of lines, shape, shear and camber of boats and ships. 4) Must be skillful in the use of equipment and tools of his trade such as shears, manual and electric knives, hand and band saws, pneumatic staplers, calipers, rules, pliers, needle and thread, and all equipment approved for use on asbestos removal assignments such as respirators, protective clothing, cast cutters, and portable air filtration systems. 5) Must have the ability to continually improve on his/her knowledge and skill to keep pace with technological developments. 6) Physical Effort: Must be in good general physical condition since he/she may be required to work in close quarters and from ladders or scaffolding. He/she will be required to do a considerable amount of standing, stooping, bending, kneeling, lifting, climbing and/or work in tiring and uncomfortable positions. He/she frequently lifts objects of at least 50 pounds on his/her own and may carry them for a varying distance of 5 to 1000 feet. He/she must meet the physical qualification standards established by the Office of Personnel Management, which includes the ability to distinguish basic colors. PROPOSAL PREPARATION INSTRUCTIONS: Technical Proposal: FAR 52.212-3 Offeror Representations and Certifications-Commercial Items (May 2004) to include alt I (Apr 2002); these certifications must be included with quote. The offeror shall submit a technical proposal that documents the marine qualifications of the Pipe Coverer and Insulators/Lead Pipe Coverer and Insulator that they COMMIT TO SUPPLY under any resulting contract. Proposals shall specifically address each of the Required Technical Qualifications above as they relate to each proposed individual. A proposal that merely states that the workers will meet all the requirements of the solicitation may be determined technically unacceptable. Any offer submitted shall include details of the types of experience, including marine experience, that will be supplied as Pipe Coverer and Insulators/Lead Pipe Coverer and Insulator. The proposal shall also include details that confirm that the offeror is capable of supplying, at a minimum three (3) qualified Pipe Coverer and Insulators and a Lead Pipe Coverer and Insulator within six (6) days of receipt of a delivery order. Past Performance: Offeror shall supply at least one (1) relevant marine shipyard recommendation for past performance evaluation purposes. Price Proposal: Offeror shall provide hourly rates for the following labor categories: Base Year, CLIN 0001 ? PIPE COVERER AND INSULATOR (Straight Time) Estimated 400 hours, CLIN 0002 ? PIPE COVERER AND INSULATOR (Overtime) Estimated 80 hours, CLIN 0003 - LEAD PIPE COVERER AND INSULATOR (Straight Time) Estimated 150 hours, and CLIN 0004 ? LEAD PIPE COVERER AND INSULATOR (Overtime) Estimated 30 hours. Option Year One (1), CLIN 1001 ? PIPE COVERER AND INSULATOR (Straight Time) Estimated 400 hours, CLIN 1002 ? PIPE COVERER AND INSULATOR (Overtime) Estimated 80 hours, CLIN 1003 - LEAD PIPE COVERER AND INSULATOR (Straight Time) Estimated 150 hours, and CLIN 1004 ? LEAD PIPE COVERER AND INSULATOR (Overtime) Estimated 30 hours. Option Year Two (2), CLIN 2001 ? PIPE COVERER AND INSULATOR (Straight Time) Estimated 400 hours, CLIN 2002 ? PIPE COVERER AND INSULATOR (Overtime) Estimated 80 hours, CLIN 2003 - LEAD PIPE COVERER AND INSULATOR (Straight Time) Estimated 150 hours, and CLIN 2004 ? LEAD PIPE COVERER AND INSULATOR (Overtime) Estimated 30 hours. These rates shall include all costs to perform the required services, including travel, per-diem, etc. These are estimated hours only and are not a representation to an offeror or contractor that they will be required or ordered, or that conditions affecting requirements will be stable or normal. Conditions may change and there may be a need for significantly less or more hours. Proposed rates shall be fixed and shall remain fixed throughout the period of performance. Pipe Coverer and Insulators/Lead Pipe Coverer and Insulator shall be entered into the Coast Guard YARD?s Time & Attendance system for tracking purposes only. All services provided over eight (8) hours per day/forty (40) hours per week shall be considered overtime. On days of inclement weather, contractor shall call the Coast Guard Inclement Weather Hotline at (410) 636-7910, Option 1. If the recording announces that the U.S. Coast Guard YARD is closed, contractor shall NOT report to the YARD and WILL NOT be compensated for that day. In the event that the contractor reports to the YARD and is sent home (inclement weather, no work, etc.), contractor shall receive a minimum of two (2) hours compensation at the standard rate at which they are authorized under the agreement. FAR 52.212-2 Evaluation-Commercial Items (Jan 1999) and the following addenda: Proposal Evaluation: The Government will evaluate all offers to be qualified for award as follows: If it is determined in the best interest of the Government, the Government reserves the right to make more than one award in response to this solicitation. This is a Best Value award. The Government will review each proposal submitted in response to this solicitation and make award to the offeror who submits the best proposal for supplying personnel with the qualifications listed above. The Government will consider price as a factor in the evaluation, but the contractor?s technical qualifications and capability to provide a number of Pipe Coverer and Insulators are more important. Past Performance information will also be considered. The experience will be evaluated for its relevancy and should be recent. Firms lacking a record of relevant past performance history, or for whom information on past performance is not available, shall receive a neutral evaluation. Marine shipyard experience is required. Proposals not meeting this requirement may be determined unacceptable. The evaluated price will be obtained by multiplying the estimated number of hours for each CLIN times the relevant labor category rate for the base year and each option year. The labor category totals for the base year and each option year will then be added together to achieve a final evaluated price. Price evaluation will be performed by the Contracting Officer to determine the reasonableness of each proposed price and to determine the Offeror?s understanding of the work and ability to perform the contract. The Government reserves the right to make an award without discussions. This requirement will be awarded on an all or none basis.
