Description
DECISION ANNOUNCEMENT. In accordance with OMB Circular A-76, the United States Department of Labor, Multiple-Agency-wide announcement of a Standard Competition for Administrative Support Services, (a component of the Other Non-Manufacturing Operations Study announcement)(LBU-1) has now been completed. The competition was originally announced on March 29, 2006 and later extended with the authorization of OMB to be completed no later than September 28, 2007. On April 30, 2007 the standard competition form (SCF) was certified by the Agency Tender Official, Source Selection Authority, and Contracting Officer. As a result of this study, it has been determined that these job functions will be performed, pending contract award, by GAP Solutions, Inc. of Reston, VA for a total cost of $70,923,606.00, including base year and up to four one year option periods. The solicitation included positions and services made up of U.S. Department of Labor departmental agencies Employee Benefits Security Administration (EBSA), Employment Standards Administration (ESA), Employment and Training Administration (ETA), Bureau of International Labor Affairs (ILAB), Mine Safety and Health Administration (MSHA), Office of the Assistant Secretary for Administration & Management (OASAM), Office of the Assistant Secretary for Policy (OASP), Office of Small Business Programs (OSBP), Occupational Health and Safety Administration (OSHA), Veterans Employment and Training Service (VETS), and the Womans Bureau (WB) that includes employees in Washington, DC and 31 other states (including Alabama, Arizona, Arkansas, California, Colorado, Florida, Georgia, Illinois, Indiana, Kentucky, Maryland, Massachusetts, Michigan, Minnesota, Mississippi, Missouri, Montana, New Jersey, New York, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, Pennsylvania, South Carolina, Tennessee, Texas, Virginia, Washington, and West Virginia.). The job functions considered include, but are not limited to, performance of various functional categories for administrative support services. The NAICS Code for this procurement is 561990 All Other Support Services. These functions are currently being performed by approximately 328 government employees.
