Description
THIS SOURCES SOUGHT NOTICE IS POSTED FOR MARKET RESEARCH PURPOSES ONLY. THIS REQUIREMENT WILL BE ISSUED AS AN 8(a) SOLE SOURCE SOLICITATION. PLEASE SUBMIT QUALIFICATION PACKAGE VIA EMAIL TO: KATHERINE LINDLEY CONTRACTING OFFICER katherine.lindley@tinker.af.mil. The qualification package shall demonstrate the prime contractor's capabilities to perform each of the work items described in this document through one of the following methods. 1. Provide evidence of prime contractor current industry certification for the work items listed herein. 2. Provide evidence of prime contractor on staff qualification for the work items listed herein. 3. Provide evidence of prime contractor past project history for the work items listed herein. 4. Provide evidence of subcontractor qualification of work items as listed above. In all cases, when a prime contractor relies on subcontractor qualification, the prime contractor shall provide evidence of past contractual relationship with the subcontractor or a letter of intent from subcontractor to team with the prime contractor on the subject project. WORK ITEM #1: The prime contractor and their subcontractors shall demonstrate a joint capability to provide Contractor Quality Control services as defined in standard Air Force specification 01451 and USACE ER 1110-1-12. Special attention will be given to quality control capabilities in the areas of work described in the work items listed in this document. WORK ITEM #2: The prime contractor or their subcontractor shall demonstrate a capability to provide fill and backfill material testing in accordance with ASTM C 136 for conformance to ASTM D 2487 gradation limits; ASTM D 1140 for material finer than the No. 200 sieve; ASTM D 4318 for liquid limit and for plastic limit; ASTM D 698 or ASTM D 1557 for moisture density relations. WORK ITEM #3: The prime contractor or their subcontractor shall demonstrate a capability to provide select material testing in accordance with ASTM C 136 for conformance to ASTM D 2487 gradation limits; ASTM D 1140 for material finer than the No. 200 sieve; ASTM D 698 or ASTM D 1557 for moisture density relations. WORK ITEM #4: The prime contractor or their subcontractor shall demonstrate a capability to provide porous fill testing in accordance with ASTM C 136 for conformance to gradation specified in ASTM C 33. WORK ITEM #5: The prime contractor or their subcontractor shall demonstrate a capability to provide density testing in accordance with ASTM D 1556, or ASTM D 2922 and ASTM D 3017. WORK ITEM #6: The prime contractor or their subcontractor shall demonstrate a capability to provide moisture content testing in accordance with ASTM D 2216. WORK ITEM #7: The prime contractor or their subcontractor shall demonstrate a capability to employ the services of a licensed geotechnical engineer and testing lab to verify exact skin friction resistance of caissons. The prime contractor or their subcontractor shall demonstrate their capability to provide, as a part of the proposal, unit costs to be used as credit and adds for caisson that vary in depth from that which is called out on the contract drawings. WORK ITEM #8: The prime contractor or their subcontractor shall demonstrate a capability to provide detail and field welding in accordance with AWS D1.1/D1.1M. Qualification of welding procedures, welders, and welding operators shall be in accordance with AWS D1.1/D1.1M, Section 5. WORK ITEM #9: The prime contractor or their subcontractor shall demonstrate a capability to perform AISC (American Institute of Steel Construction) certified in shop and on site structural steel construction. WORK ITEM #10: The prime contractor or their subcontractor shall demonstrate a capability to provide a structural welding inspector. Inspector qualifications shall be in accordance with AWS D1.1/D1.1M. Nondestructive testing personnel shall be qualified in accordance with the requirements of ASNT RP SNT-TC-1A for Levels I or II in the applicable nondestructive testing method. WORK ITEM #11: The prime contractor or their subcontractor shall demonstrate a capability to provide a fabricator certification record that the joist fabricator is STD certified under the AISC Quality Certification Program. WORK ITEM #12: The prime contractor or their subcontractor shall demonstrate a capability to provide a structural steel inspector capable of providing inspection procedures in accordance with AISC 348, Section 9. WORK ITEM #13: The prime contractor or their subcontractor shall demonstrate a capability of providing a roofing system applicator that is approved, authorized, or licensed in writing by the modified bitumen sheet roofing system manufacturer and shall have a minimum of three years experience as an approved, authorized, or licensed applicator with that manufacturer and be approved at a level capable of providing the specified warranty of 20 years. WORK ITEM #14: The prime contractor or their subcontractor shall demonstrate a past business and service relationship with large air compressor and breathing air equipment (1000 SCFM and larger) by submitting a certified list of qualified permanent service organizations for support of the equipment which includes their addresses and qualifications. These service organizations shall be reasonably convenient to the equipment installation and able to render satisfactory service to the equipment on a regular and emergency basis during the warranty period of the contract. WORK ITEM #15: The prime contractor or their subcontractor shall demonstrate a capability of providing the service as described in the following excerpt from standard Air Force specification section 15070. Provide equipment and apparatus required for performing inspections and tests. Notify Contracting Officer 14 days prior to machinery sound vibration testing. Rebalance, adjust, or replace machinery with noise or vibration levels in excess of those given in the machinery specifications, or machinery manufacturer's data. WORK ITEM #16: The prime contractor or their subcontractor shall demonstrate a capability of performing breathing air piping, equipment installation, equipment service, system testing, system commissioning and system cleaning in accordance with NFPA 99 and standard Air Force specification section 15217N. WORK ITEM #17: The prime contractor or their subcontractor shall demonstrate a capability of providing the service as described in the following excerpt from standard Air Force specification section 16302. Cable Splicer Qualifications 1. In order to establish the cable workman's competency, the Contractor shall be required to submit the following within 30 calendar days prior to commencement of the splice/termination: a. Documentation to verify that the individual has completed a splice/termination of the type to be installed under this contract. The test splice-termination shall be performed at the job site for this contract under the supervision of the cable accessory manufacturer or his representative and witnessed by the Government. b. Documentation that said splice/termination has undergone and passed the tests listed in table I below by the splice-termination manufacturer or an independent testing laboratory. c. A statement of the number of years in which the individual has been splicing/terminating medium voltage cable. 2. Criteria for waiver: Items a.1 and a.2 above may be waived on subsequent jobs provided the following criteria is satisfied: a. Documentation of prior completion of items a.1 and a.2 be submitted. b. A list of the last three jobs where the specific splices/terminations were installed within the past 12 consecutive months. The tabulation shall include splice/termination manufacturer, catalog number, and the number of splice/terminations installed. 3. Requalifications: Requalification to items a.1 and a.2 in above paragraph may be required if the splice installer can not demonstrate a prior history of splice/termination installation during the previous 12 consecutive months. The contractor shall furnish the material for splices and terminations.
