Description
The 35th Contracting Squadron, Misawa AB, Japan, intends to award a sole source purchase order to AD Power Services. Required item is repair of Frequency Converter. The service to be purchased is: CLIN 0001: Perform work IAW attached *PWS (see below) QTY 1 EA. This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 26 Apr 2007 at 4:00 P.M. Japan Standard Time. The anticipated award date is 21 May 2007. DESCRIPTION OF SERVICES/GENERAL INFORMATION. The contractor shall provide all management, tools, parts, supplies, equipment and labor necessary to diagnose, repair, and test the Rapid Technologies 400 hertz frequency converter Model DFGAX066208 at Bldg 3263, Misawa AB, Japan in a manner that will ensure continuous and safe operation so as to be in set to the original manufacturer?s specifications. 1.1. If during the performance of this contract government or contractor personnel determine that the cause of the malfunction of the unit is part no. XM62.5A1 Primary=400V/D Sec=208V/Wye and that repairing the frequency converter would be cost prohibitive; the government reserves the right to terminate the P.O. for convenience. The contractor shall be entitled to all travel expenses and diagnosis work performed. 1.2. GOVERNMENT REMEDIES. The contracting officer shall follow the requirements of FAR 52.212-4, Contract Terms and Conditions - Commercial Items (February 2007). 1.3. HOURS OF OPERATION. Normal business days and hours are Monday 00:01- Friday, 23:59. Repairs and testing may be done at any time during these hours. 1.4. PERFORMANCE OF SERCICES DURING CRISIS DELAIRED BY THE NATIONAL COMMAND AUTHORITY OR OVERSEAS COMBANTANT COMMANDER. Contractor access to the installation may be denied during a national emergency or crisis situation called by national command authorities, or overseas combatant commanders. Such circumstances are deemed beyond the government?s control and access to the installation may be limited in such circumstances on the basis of public safety and installation security. Should limited access be necessary, the responsible squadron will inform the contractor in writing and identify the date when services may resume, if possible. 1.5. SECURITY REQUIREMENTS. The contractor shall obtain base identification and vehicle passes for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. 1.5.1. The contractor shall submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. 1.5.2. During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site. 1.5.3. When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with AFI 31-101, Volume 1, The Air Force Installation Security Program, and AFI 31-501, Personnel Security Program Management, as applicable. 1.6. CONTRACTOR PERSONELL. Contractor personnel shall present a neat appearance and be easily recognized. They must wear an appropriate badge or name tag, containing the company name and employee name. They may also wear distinctive clothing bearing the name of the company so as to be easily recognizable as a contractor. Employee(s) assigned to accomplish services outlined in this performance work statement must be properly qualified for the repair work called for. 1.6.1. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person shall be designated in writing to the Contracting Officer. The contract manager shall have full authority to act on behalf of the contractor on all contract matters during the performance of this contract. 2. SERVICES SUMMARY The government reserves the right to evaluate services summary and non-services summary items when conducting surveillance. Performance Objective PWS Paragraph Performance Threshold Repair Service 1, 1. Repair Rapid Technologies 400Hz Frequency Converter with zero Defects 3. GOVERNMENT-FURNISHED PROPERTY AND SERVICES. The contractor will provide all personnel, transportation, supplies, materials, manuals, tools necessary to perform this contract except for property or services specifically cited in this paragraph. Items listed in this paragraph and in the appendix shall be used only in performance of this contract.** 3.1. SERVICES. The contractor shall instruct employees in Government Furnished Service conservation practices. The contractor shall be responsible for operation under conditions that preclude waste to include: - Lights shall only be used in areas where and when work is actually being performed. - The workers shall not adjust mechanical equipment controls for heating and ventilation. - Water faucets or valves shall be turned off after the required usage has been accomplished. 3.1.1 Utilities. Electricity, water, sewage, and heat shall be furnished by the Government, at no cost to the contractor for their use in the performance of services called for under this contract. 3.1.2. Security Forces and Fire Protection. The Government shall provide these services. - Security Forces phone number: 911 - Fire Department?s phone number: 911 3.1.3. Lodging. The contractor will be responsible for procuring their own lodging at an off base hotel. There are numerous hotels within a mile of the base.**
