- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. W911RZ-07-T 0028. This solicitation is being issued as a Request for Proposal (RFP). The solicitation documents incorporate provisions, and clauses that are those in effec t through Federal Acquisition Circular FAC 05-16, and DFARS Change Notice 20070426. This procurement is a 100% small business set aside. The Small Business Size Standard is 500 employees, and the North American Industrial Classification Code (NAICS) is 332 999. ALL ITEMS SHALL BE QUOTED FOB DESTINATION. List of contract line items number and item, quantities and units of measure. CLIN 0001 QTY 1 Modular Live Fire Shoot House with Observation Catwalk Commercial off-the-shelf (COTS) Shoot House must incl ude at a minimum four rooms, each 10 feet x 10 feet and a hallway 4 feet wide. The house must be modular and expandable through the addition of interlocking modules, expansion upwards 2 or 3 stories, and capable of adding interior and/or exterior stair cl earing towers. An observation catwalk with exterior stairs is also required to provide safety oversight. Ballistic rubber protected walls must be capable of stopping 5.56 and 7.62 mm high velocity ammunition at close range. All ballistic rubber panels mus t have safety seams to prevent bullets from passing through common seams in walls and corners. All ballistic rubber panels must be vulcanized to eliminate wall maintenance. The vulcanized rubber product shall be insensitive to temperature, resistant to ul tra violet light, and water proof. All ballistic rubber panel surfaces must be easily painted in any color of long lasting (up to 3 years) paint. For initial delivery, the walls must be painted white with a red shoot line indicated. Each ballistic wall w ill consist of ?, 500 Brinell A.R. steel plate and clad with 2 inch thick vulcanized ballistic rubber panels for maximum safety. All ballistic rubber panels must be vulcanized for increased density which reseals itself when punctured by projectiles. Plyw ood and SACON ballistic materials are not acceptable. Binder rubber products are also not acceptable. Each vulcanized ballistic rubber panel will measure at a minimum 24 inches x 24 inches x 2 inches. The panels will be attached to the A.R. steel plat e by 5/8 inch stainless steel barbs creating a bullet absorption system with a minimum ? inch 3/8 inch spacing to prevent shrapnel buildup between the rubber panels and the steel walls. No supplemental bullet traps, auxiliary ballistic partitions, extra wall protection or additional ballistic block walls are acceptable to augment the basic ballistic steel structural walls. Minimum ballistic rubber physical properties to include: Minimum density: 69.5 lbs per cubic foot; Minimum compression/deflection: 9,500 psi to reduce the product by 20% of its original size, more than 36,000 psi to reduce the product 50% of its original size; Low (cold) temperature before cracking: -50 degrees Celsius; Minimum projectile encapsulation: 1,000-1,500 5.56mm, 62 grain, Full Metal Jacket rounds and up; Minimum hardness: 48-69 points on the shore A Durometer Scale (equal to medium hardness). CLIN 0002 QTY 1 Ballistic Flooring Vulcanized ballistic rubber flooring to be delivered and installed inside proposed Shoot House. Flooring shall meet the ballistic rubber properties of the Shoot House walls described above. Offeror shall state square footage of flooring required for proposed shoot house. Vendor will be responsible for delivery and initial installation of the shoot house at designated location on Ft. Carson, Colorado 80913. Offerors shall provide complete specifications for CLIN 0001 Modular Live Shoot House with Obs ervation Catwalk and CLIN 0002 Ballistic Flooring proposed. All offerors must have completed their online representations and certifications to be considered for award of this project. Instructions on how this can be done may be found at www.orca.bpn.gov.
