Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W31P4Q-07-T-1567 is being issued as a request for quote; however, the US Army Aviation and Missile Command intends to issue a sole source contract to LMS CAE North Amer ica, Inc, Troy, MI, to develop commercial Virtual Lab Motion templates to allow for use of configurations or design table in Research and Development testing. The templates will include a method of moving the geometry, mass property information, and assoc iated joints and/or contact elements. There will also be development of methodology to allow for specific firing through the use of the restart commands and update of current existing Test.Lab license. LMS CAE North America, Inc, is the only known source for this technology, as they are the sole developer and distributor for Virtual Lab Motion and Test.Lab software. To our knowledge, a similar capability does not exist from any other source. The solicitation document and incorporated provisions and clau ses are those in effect through Federal Acquisition Circular 2005-09. CLIN 0001 will be issued for the following LMS CAE North America catalog items: Develop Virtual Lab Motion templates according to specifications and methodology to allow for specific f iring through the use of the restart commands, and upgrade current Test.Lab license to include random vibration toolbox license. Shipping costs shall be included for destination Redstone Arsenal, AL. The place of delivery, acceptance, and FOB Destination point is Central Receiving, Building 8022, Redstone Arsenal, Alabama, 35898, marked for the attention of (Charles) Brock Birdsong, AMSRD-AMR-PS-PI (Bldg 5400). All responsible sources may submit an offer, which shall be considered by the Agency, if receiv ed by 25 May 2007, noon (CST). Any award resulting from this RFQ will be issued on Standard Form 1449 and will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award. Provision 52.212-1, Instructions to Offerors - Commercial; Clause 52.212-3, Offeror Representations and Certifications - Commercial Items; Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, are applicable to this acquisition.
