Description
This procurement consists of one solicitation with the intent to award one VTE Maintenance & Repair combination Firm Fixed Price/Indefinite Delivery Indefinite Quantity to be performed at various Naval and Marine Corps installations located in Southern California. This solicitation is un-restricted, and is to be procured as a commercial items acquisition in accordance with the Federal Acquisition Regulations (FAR) Part 12. The North American Industrial Classification System (NAICS) Code is 811310 and the size standard is $6.5 million dollars. The performance period will include a 12-month base period, and nine 12-month option periods, for a total maximum duration not to exceed 120 months. THE GOVERNMENT INTENDS TO EVALUATE OFFERS AND AWARD A CONTRACT WITHOUT DISCUSSIONS WITH OFFERORS (EXCEPT CLARIFICATIONS AS DESCRIBED IN FAR 15.306(A)). THEREFORE, THE OFFERORS INITIAL OFFER SHOULD CONTAIN THE OFFERORS BEST TERMS FROM A PRICE AND TECHNICAL STANDPOINT. THE GOVERNMENT RESERVES THE RIGHT TO CONDUCT DISCUSSIONS IF THE CONTRACTING OFFICER LATER DETERMINES THEM TO BE NECESSARY. IF THE CONTRACTING OFFICER DETERMINES THAT THE NUMBER OF PROPOSALS THAT WOULD OTHERWISE BE IN THE COMPETITIVE RANGE EXCEEDS THE NUMBER AT WHICH AN EFFICIENT COMPETITION CAN BE CONDUCTED, THE CONTRACTING OFFICER MAY LIMIT THE NUMBER OF PROPOSALS IN THE COMPETITIVE RANGE TO THE GREATEST NUMBER THAT WILL PERMIT AN EFFICIENT COMPETITION AMONG THE MOST HIGHLY RATED PROPOSALS. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. The following factors shall be used to evaluate offers: Relative Importance of Evaluation Factors: The evaluation factors are divided into two categories; non-price evaluation factors (Factors 1, 2, 3, 4, 5, & 6) and price (Factor 7). Factors 1, 2, 3, 4, 5, and 6 are of equal importance. When the proposal is evaluated as a whole, the non-priced Factors 1, 2, 3, 4, 5, and 6 are approximately equal to price, Factor 7. The importance of price will increase if offerors non-price proposals are considered essentially equal in terms of technical quality, or if price is so high as to significantly diminish the value of a proposals technical superiority to the Government. Award will be made to the offeror whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered. The evaluation factors are set forth below: Factor 1: Experience Factor 2: Past Performance Factor 3: Key Personnel Factor 4: Equipment & Inventory Factor 5: Safety Factor 6: Commitment to Socio-Economic Programs Factor 7: Price Offeror shall submit its proposal in two (2) separate parts as follows: 1) Technical Proposal: (original & 3 copies). Address each of the following evaluation factors shown in FAR Clause 52.212-2 of the solicitation: Factors 1, 2, 3, 4, 5, & 6. 2) Price Proposal: (original & 3 copies). Include all other Price Proposal submission requirements shown in FAR Clause 52.212-2 of the solicitation. Price proposal shall be submitted in a separate binder from the technical proposal, and clearly marked Price Proposal. Offerors shall complete Exhibits A through K. Option Period 1 through 9. OFFERORS SHALL COMPLETE ALL EXHIBIT LINE ITEM NUMBERS (ELINS) UNIT PRICES AND TOTAL AMOUNTS IN THE BASE YEAR AND FOR EACH OPTION PERIOD. While all proposed pricing will be fully evaluated in accordance with RFP Factor 7, the Government will consider only the sum total of the prices proposed for the following Exhibit Line Item Numbers (ELINs) to determine reasonableness, realism, and completeness for the purpose of performing any required cost-technical trade-off analysis to determine the offeror proposing the best value to the Government: Base Year: FFP (ELINs A001 through A027) IDIQ (ELINs A050 through A065) Option 1: FFP (ELINs B001 through B027) IDIQ (ELINs B050 through B065) Option 2: FFP (ELINs C001 through C027) IDIQ (ELINs C050 through C065) Option 3: FFP (ELINs D001 through D027) IDIQ (ELINs D050 through D065) Option 4: FFP (ELINs E001 through E027) IDIQ (ELINs E050 through E065) Option 5: FFP (ELINs F001 through F027) IDIQ (ELINs F050 through F065) Option 6: FFP (ELINs G001 through G027) IDIQ (ELINs G050 through G065) Option 7: FFP (ELINs H001 through H027) IDIQ (ELINs H050 through H065) Option 8: FFP (ELINs J001 through J037) IDIQ (ELINs J050 through J065) Option 9: FFP (ELINs K001 through K027) IDIQ (ELINs K050 through K065) In the event there is a difference between a unit price and the extended total amount, the unit price will be held to be the intended price and the total of the ELINs will be recomputed accordingly. If the offeror provides a total amount for an ELIN but fails to enter the unit price, the total amount divided by the ELIN will be held to be the intended price. AN OFFEROR WHOSE PROPOSAL IS ACCEPTED FOR AWARD WILL BE FIRMLY BOUND TO ALL OF ITS PROPOSED PRICING LISTED ABOVE WHICH WILL BE CONSIDERED BY THE GOVERNMENT IN THE PERFORMANCE OF ANY REQUIRED COST-TECHNICAL TRADE-OFF ANALYSIS." A site visit is tentatively scheduled for 23 & 24 May 2007 at the time and location to be identified in the solicitation. No hard copies (paper sets) or CD-ROM of the RFP will be provided by the Government. Telephone and facsimile request will not be accepted. Notification of any changes (amendments) to the solicitation will be made only on the internet.
