Description
DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with DEM Solutions, USA Inc., 20 Blueberry Meadow Lane, Lebanon, NH 03766-2017, under the authority of FAR 13.106-1(b)(1). This procurement is for the Discrete Element Method Software License Maintenance. The EDEM software support and second instance annual site license is proprietary and solely distributed by DEM Solutions USA Inc. The North American Industrial Classification System (NAICS) (see http://www.Census.gov/epcd/www/naics.html) code for this solicitation is 511210. The EDEM is utilized for simulation, analysis and visualization of particulate flows providing high-resolution information on particle kinematics, momentum, heat and mass transfer. NIST is interesting to acquire a particular modeling capability by utilizing discrete element mechanical modeling. The particles that will be modeled by the software range in size from a few micrometers to tens of millimeters. The shapes range from model shapes like spheres and ellipsoids and cubes to the kind of real shape particles that come from rock crushing machines and from natural processes. The EDEM software support is the only multipurpose commercial discrete element software that can satisfy NIST requirements. NIST intends to issue a Firm-Fixed-Price purchase order to DEM Solutions, USA Inc. for this software license unless other sources are identified before response date to this posting. The period of performance shall be for 12 months. This notice of intent is not a request for quotation; no solicitation is available, however, any interested party believes it can meet the requirements may submit written notification to the Contracting Officer of their interest and bona fide capability to fulfill the requirements. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Such information will be reviewed to determine if it is necessary to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government
