- DESCRIPTION: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-16. The associated North American Industrial Classification System (NAICS) code for this procurement is 334519 with a small business size standard of 500. The acquisition is 100% set-aside for small business. To qualify as a small business, the manufacturer and the distributor must be classified as a small business under the NAICS code identified above. The National Institute of Standards and Technology (NIST) has a requirement for a Nanopositioning Stage. LINE ITEM 0001: Quantity 1 each Nanopositioning Stage, meeting or exceeding the following required minimum specifications: 1.) X Y Z full range travel at least 25 microns x 25 microns x 10 microns; 2.) Clear aperture at least 45 mm diameter (or at least 45 mm x 45 mm if squared); 3.) Resolution (defined as the minimum step size of the stage) must be 0.1 nm or smaller for both open- and closed-loop operation; 4.) 25 micron Repeatability (defined as the positioning uncertainty after moving at least 25 microns) must be plus/minus 1 nm or lower; (Preference shall be given to equipment with repeatability lower than 1 nm) 5.) The position-sensing method employed by the stage must use a direct metrology technique, such as capacitive sensor or LVDT (Linear Variable Differential Transformer) sensors; 6.) The stage profile for compatibility with an inverted optical microscope platform must have a maximum stage height of 1 inch (25.4 mm) or lower; (Preference shall be given to the lowest stage height) 7.) The controller supplied with the stage must have the ability to drive the stage at a bandwidth of 100 Hz or higher. Delivery terms shall be FOB Destination. FOB Destination means the contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Delivery shall be completed in accordance with the contractor?s commercial schedule. Award shall be made to the party whose quote offers the best value to the Government, technical capability and price will be considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor ?Meeting or exceeding the Requirement,?, and 2) Price. Technical Capability is of more importance than price. Evaluation of Technical Capability shall be based on the information provided in the quotation. Quoters shall include the manufacturer, make and model of the product, manufacturer sales literature or other product literature which CLEARLY DOCUMENTS that the offered product meets or exceeds the specifications stated herein. Experimental data shall be evaluated to further confirm compliance with specification 4. In determining best value, preference shall be given to the following specifications in descending order of importance, 1.) a lower repeatability, and 2.) lowest stage profile. Vendors must provide experimental data with their quotation. The data showing their quoted performance of specification number 4. Suitable verification techniques include, but are not limited to, optical interferometry. The full text of the FAR provision or clause may be accessed electronically at www.acqnet.gov/far. Experimental data showing their quoted performance of specification number 4. All quotes must be sent to the National Institute of Standards and Technology, Acquisition Management Division, Attn: Lynda Roark, 100 Bureau Drive, MS 1640, Gaithersburg, MD 20899-1640. Offerors shall ensure the RFQ number is visible on the outermost packaging. Submission must be received not later than 2:00 p.m. local time on May 22, 2007. E-MAIL QUOTES SHALL BE ACCEPTED. FAX QUOTES SHALL BE ACCEPTED.
