Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quote. The NAICS code is 541512. The services required are listed below. Please submit your electronic quote on or before Friday May 18, 2007 5:00pm Eastern Time. The period of performance for this contract shall be from date of award through September 15, 2007. Please EMAIL Steve Gagnon at Steve.Gagnon@ED.GOV to receive an electronic copy of the statement of work, which exceeds the size limitation available for FedBizOpps Combined Synopsis/Solicitation postings. The Department of Education (ED) recently experienced two (2) network outages that fully impacted the Education Network (EDNet) infrastructure and application services within the Washington, DC metropolitan area and regional offices. While EDNet is currently operational, the root cause was not determined, thereby, questioning the reliability and resiliency of the network architecture. As the Department is primarily supported by networking gear manufactured by Cisco Systems, Inc., the Department seeks Cisco Advanced Services (or equivalent) from a Cisco-certified Gold or Platinum partner to assist in determining the root cause, develop a network infrastructure detailed design review, conduct a network infrastructure stability review and an operational risk management analysis, which improves the confidentiality, availability, and integrity of the network, as identified below: Part No. CON-AS-RS; Service Description: Network Optimization Support (Stability Network Assessment; Design Review). Part No. CON-NAIS; Service Description: Network Availability Improvement Support, Network Reliability Improvement Assessment. (B) The contractor shall submit invoices electronically as an attachment to a message to OCFOCAMINVOICING@ED.GOV. The subject area of the message shall contain the invoice number, contract number, and contract specialist's name. The electronic copy of the invoice shall be in a format that is supported by Microsoft Office (Microsoft Word or Excel), or Adobe Acrobat (.pdf). Note: Invoices or contract financing requests must be sent to the designated billing office indicated above. 307-17 ORGANIZATIONAL CONFLICTS OF INTEREST (APRIL 1984) (A) The Contractor warrants that, to the best of the Contractor's knowledge and belief, there are no relevant facts or circumstances which could give rise to an organizational conflict of interest, as defined in FAR Subpart 9.5, or that the Contractor has disclosed all such relevant information. (B) The Contractor agrees that if an actual or potential organizational conflict of interest is discovered after award, the Contractor will make a full disclosure in writing to the Contracting Officer. This disclosure shall include a description of actions which the Contractor has taken or proposes to take, after consultation with the Contracting Officer, to avoid, mitigate, or neutralize the actual or potential conflict. (C) Remedies - The Government may terminate this contract for convenience, in whole or in part, if it deems such termination necessary to avoid an organizational conflict of interest. If the Contractor was aware of a potential organizational conflict of interest prior to award or discovered an actual or potential conflict after award and did not disclose or misrepresented relevant information to the Contracting Officer, the Government may terminate the contract for default, or pursue such other remedies as may be permitted by law or this contract. (D) The Contractor further agrees to insert in any subcontract or consultant agreement hereunder, provisions which shall conform substantially to the language of this clause, including this paragraph (D).
