- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number RFQ-0242919 is being issued as a Request for Quotation (RFQ). This Solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular (FAC) 2005-15. It is the contractor?s responsibility to be familiar with applicable clauses and provisions. This RFQ is issued under full and open competition and is restricted 100% to the Small Business Competitiveness Demonstration Program as defined in the North American Industrial Classification System (NAICS) code 334220 and the small business size standard is 750 employees or less. Award will be made to one vendor. The Federal Bureau of Investigation has a requirement for a Handheld COFDM Receiver with built-in video monitor. The receiver shall have 4.4-5 GHz, IDX and include RX, DBC, Antenna, Batteries, Charger, and Case. Interested parties shall submit their quote for this requirement to this office as addressed below by 4:30 PM, EDT on May 16, 2007, or via facsimile to the attention of Ms. Andrea J. Campbell at 703-632-3574, or via email to andrea.campbell@ic.fbi.gov. Additional Answers to Questions from potential sources: (5.) As it relates to the Receiver, is there an encryption / de-encryption system that is going to be employed as part (integrated into) of the receiver - transmitter link? Answer: The system needs to use COFDM encoding and decoding in order to communicate with the systems currently in place. It does not need to use traditional encryption, i.e. DES, AES, or Type 1. (6.) If so, what encryption standard will need to be imbedded into the receiver? Answer: As stated above, the system will use COFDM and will not need traditional encryption. (7.) If not, would you like this offered as an option for the system (transmitter - receiver)? Answer: No. The FBI will be reviewing quotes based only on the specifications put forth in the RFQ. (8.) We are considering responding to this RFQ but would like a few details as it relates to the below line from the document: ?Handheld COFDM Receiver with built-in video monitor. The receiver shall have 4.4-5 GHz, IDX and include RX, DBC, Antenna, Batteries, Charger, and Case.? a.) Built in monitor size, diagonal in inches Answer: The built-in monitor size, diagonal in inches, is 7 inches. b.) IDX spelt out Answer: IDX refers to the type of battery required to operate the system. c) RX spelt out Answer: RX stands for ?receiver?. d.) DBC spelt out Answer: DBC stands for Down Block Converters e.) Frequency: is it 4.4 GHz to 4.5 GHz or 4.4 GHz to 5.0 GHz? Answer: 4.4 GHz to 5.0 GHz. f.) Required run time in hours on one set of batteries Answer: The required run time is 6 to 8 hours on one set of IDX Batteries.
