Description
NOTICE OF PROPOSED CONTRACT ACTION (SYNOPSIS NUMBER 07-40)---The TSAT Space Segment consists of a constellation of communication satellites, a ground command and control element, and a Continental United States (CONUS) ground gateway element that will provide seamless, protected, strategic, and global network communication for a wide range of defense and intelligence users./// The TSAT Space Segment will be developed in a manner that ensures full integration with the TSAT Mission Operations System (TMOS), Terminal Program Offices (TPOs) and external network interfaces (i.e., Global Information Grid [GIG]) to help provide a transformational satellite communications capability to the users. The first TSAT initial launch capability will be in the first quarter of Government Fiscal Year (FY) 2016./// The MILSATCOM Systems Wing intends to competitively award a single contract with a basic Period of Performance (PoP) through FY 2017 for TSAT Space Segment Block 1 (Space Vehicle 1 and 2) and Block 2 (Space Vehicles 3-5) design and development, and supporting activities. Priced options for Block 2 (SV 3-5, with SV6 Spare) production and supporting activities will also be part of the contract. The Period of Performance may be extended through FY 2023 if all options are exercised./// This is a full and open competition. Small Business offerors note that North American Industry Classification System (NAICS) code 541710 with a size standard of 1,000 employees applies. Participation from small business and small, disadvantaged business firms are highly encouraged./// The Government reserves the right to award the contract without entering into discussions./// SCHEDULE--- The MILSATCOM Systems Wing (MCSW) will post the Final Request for Proposal (RFP) number FA8808-07-R-0002 for the Transformational Satellite Communications System (TSAT) Space Segment Development and Production (D&P) phase to the MILSATCOM - TSAT Space Segment Bidders Library on or about 21 May 2007 to support an award on or about 31 October 2007. Offerors will have 45 calendar days from solicitation release for proposal preparation. Offerors may request access to the Bidders Library by contacting Capt Chris Wood at 310-653-9625 (email: christopher.wood@losangeles.af.mil) or 2Lt Stephen Moon at 310-633-9448 (email: stephen.wood@losangeles.af.mil) and must agree to sign a Non-Disclosure Agreement prior to accessing the Bidders Library./// This acquisition will require access to and processing of classified information up to and including Top Secret (TS) security requirements. Offerors are required to contact Capt Wood or 2Lt Moon and the Contracting Officer no later than 1700 hrs PDT on 16 May 2007 and provide the names of up to two individuals who will arrange receipt and hand delivery of classified solicitation materials on 21 May 2007 at the Aerospace Corporation, Building A8, El Segundo, CA. Since access to classified and critical technologies will be required for this effort, the Government expects that foreign firms will be authorized only for non-restricted portions of the acquisition./// Offerors that respond to this solicitation are expected to be fully capable of supporting the design, development, production and deployment of the TSAT Space Segment program./// Offerors must be registered in the Department of Defense (DoD) Central Contractor Registration database (http://www.ccr.gov) to be eligible for contractor award./// OMBUDSMAN--- An Ombudsman has been appointed to hear concerns from potential offerors. The purpose of the Ombudsman is to receive and communicate concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition. The Ombudsman will communicate certain offeror issues, disagreements, and recommendations on this acquisition into the proper channels. The Ombudsman's role is not to diminish the authority of the program director or the contracting officer but to advocate an offeror's concern on a non-attribution basis. The Ombudsman will maintain strict confidentiality as to the source of the concern when requested by the offeror./// The Ombudsman will not participate in the evaluation of proposals or the source selection process for this acquisition.
