Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format prescribed in Federal Acquisition Regulation (FAR) part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The solicitation is being issued as a Request for Quote (RFQ); the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-16, effective 22 March 2007. North American Industrial Classification Code (NAICS) 541618 (other mgmt consulting services) applies to this procurement. This procurement is 100% set-aside for small business. USSOCOM will hold a Change of Command (COC) Ceremony on 9 July 2007. This event will accommodate approximately 800-1000 people and include several distinguished visitors. USSOCOM requires the services of a vendor to plan, coordinate and execute this event, hereafter referred to in this document as the ?coordinator.? The coordinator shall provide all labor and materials to develop and deliver a written plan for the execution of a Change of Command ceremony for a USSOCOM commander. This event shall accommodate a minimum of 800 and maximum of 1000 people. In addition to the ceremony the contractor shall plan and execute a maximum of three receptions. The contractor shall be familiar with Command leadership and appropriate protocols necessary for interaction with Commanders and high level dignitaries. The contractor will be the eyes and ears of the government and provide their expert advice to the government planning committee on all matters pertaining to the COC location and requirements at this location. A maximum of four in-person meetings will be required. These meetings will occur on or in the vicinity of MacDill AFB. An unlimited number of coordination meetings via email and telephone will be required. The government anticipates awarding one cost plus fixed fee contract for these services. The fee is provided for the development and coordination of the event plan. Expenses for additional services such as catering, venue rental fees, equipment (not related to the development/management of the plan) shall be reimbursed to the coordinator separately. A statement of objectives (SOO) outlining the deliverables and requirements of this service is available and can be requested by contacting Jeff W. Each response must clearly indicate the capability of the offeror to meet all specifications and requirements. In accordance with FAR 13.106-1 evaluation will be made based on price and past performance. Past performance will be evaluated based on the amount of relevant and recent experience planning, coordinating and executing military ceremonies.
